Council President calls the meeting to order. All members present for the exception of Councilwoman Sousa, joined at 49:00 minute mark of the video on file.
The City Council of East Providence may meet in Executive Session pursuant to Rhode Island General Laws §42-46-5a(2)
Councilman Cahoon made the motion to convene in Executive Session, seconded by Council Vice President Rodericks and the motion passed 4-0 with Councilwoman Sousa absent for the vote. Councilwoman Sousa did not join Executive Session.

Council President Britto called Open Session and requested the City Clerk, Samantha Burnett, to run a roll call. All members were present for the exception of Councilwoman Sousa.
Council President Britto led the Pledge.
Motion to seal minutes from Executive Session made by Councilman Cahoon. Motion seconded by Council Vice President Rodericks. Motion passes 4-0 with Councilwoman Sousa absent for the vote.

Each speaker will be limited to three (3) minutes. The order of the speakers will be on a first come, first serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting. Public comments must pertain to a docket item.
1. Subdivision Approval Requirements and Open Space Allocation Discussion 
Council President Britto
Council President Britto was available for the discussion, asking the Council to consider an ordinance that considers this Communication item.
2. Amendment of the Short Term Rental Ordinance 
Councilman Mourato and Council Vice President Rodericks
Both Council Vice President Rodericks and Councilman Mourato were available for the discussion.
Council Vice President Rodericks recognized Gene Savory, Minimum Housing Inspector, Ed Pimentel, Zoning Officer and Police Chief William Nebus for being available to participate in this discussion. Assistant City Solicitor Conley also participated in the discussion as well.
3. Comprehensive Plan Community Advisory Board Discussion 
Councilman Mourato
Councilman Mourato was available for the discussion. The idea of this board would provide each Council person would pick two people from their ward.
4. Street Construction Delay at Rts. 114 and 114A - Communication with RIDOT Discussion 
Council Vice President Rodericks
Council Vice President Rodericks was available for the discussion, as well as DPW Director, Steve Coutu, who provided an update for the Council.
5. Budget Hearing Dates for September 22, September24, October 1, 2020 and possible workshop on October 6, 2020 
Council Vice President reviewed the dates for the budget workshop. No questions or discussion were had.

a) Mayor Communications
Executive Order 2020-040 extending state of emergency through October 7, 2020
Director Gonsalves was present and available for the Council. This is an extension of 2020-004 through October 7, 2020.
Discussion was had by the Council including Councilman Mourato, Councilwoman Sousa were had with Director Gonsalves.
Motion to approve by Councilman Cahoon. Motion seconded by Council Vice President Rodericks. Motion passes 5-0.

Assistant Solicitor Conley stated that there were eight votes taken in Executive Session and all were unanimous.

Mayor DaSilva was present for the Council and added to the discussion as well as provided answers. Council Vice President Rodericks and Councilman Cahoon contributed to the discussion as well. Motion to approve made by Councilwoman Sousa. Motion seconded by Council Vice President Rodericks.
Councilman Cahoon asked that when the agreement is done if the mayor could provide a copy to him. Councilman Mourato asked if he could get a copy too, or just have it shared with the Council.

2. RESOLUTION APPROPRIATING $646,504.40 FROM THE FISCAL YEAR 2020 CAPITAL IMPROVEMENT BUDGET FOR THE USE OF VARIOUS CAPITAL IMPROVEMENT PROJECTS PROPOSED IN THE FISCAL YEAR 2020 CAPITAL IMPROVEMENT BUDGET

Councilman Cahoon was available for the discussion and presentation of the resolution. A vote was never taken last budget season on some items listed on the Capital Improvement Projects. Councilman Mourato had questions regarding this resolution and budget season. Mayor DaSilva was available to the Council to provide answers and contribute the conversation. Assistant Solicitor Conley, contributed to the conversation, providing additional answers to the Council’s questions. DPW Director, Steve Coutu also was present and available to the Council to answer any additional questions they had. Councilwoman Sousa had questions for Mr. Coutu. Director of Finance, Malcolm Moore, was present and available to the Council to answer any additional questions they had. Council President Britto also contributed to the conversation. Councilman Cahoon made the motion to approve the resolution. Motion seconded by Council Vice President Rodericks. Motion passes 4-1.
