I. CALL TO ORDER – Council President Britto called the meeting to order. All members are present.

II. INVOCATION OF EXECUTIVE SESSION

The City Council of East Providence may meet in Executive Session pursuant to Rhode Island General Laws §42-46-5 (a)(2)(5)

Councilwoman Sousa made the motion to invoke Executive Session. Motion seconded by Council Vice President Rodericks. Motion passes 5-0.

a. Litigation

Rhode Island General Laws §42-46-5 (a)(2)(5)

Any discussion or consideration related to the acquisition or lease of real property for public purposes of the disposition of publicly held property.

(1) Proposed sale of City-owned property to Wolf School, Inc. 215 Ferris Avenue, East Providence of 9,272.6 square feet of property bounded westerly at southerly of property currently owned by Wolf School, "Parcel A".

(2) Lease of a portion of land adjacent to the Wolf School, Map 512, Block 5, Parcel 53 of approximately 8,703.5 square feet.

V. MOTION TO SEAL MINUTES FROM EXECUTIVE SESSION

Motion to seal the minutes from Executive Session made by Councilwoman Sousa. Motion seconded by Councilman Cahoon. Motion passes unanimously, 5-0.

VI. CONSENT CALENDAR

All items under, "Consent Calendar" are considered to be of a routine and noncontroversial nature by the City Council and will be enacted by one motion. There will be no separate discussion on the items unless a Council member so requests, in which event the item will be removed from said Consent Calendar and will be considered in its normal sequence in the docket.

Councilman Mourato was present to discuss this item, but did ask for it to be placed more towards the end of the meeting.

1. Executive Order 2020-045 - Extension of Municipal State of Emergency to November 24, 2020

Director Napoleon Gonsalves was present to represent the administration. Motion to approve was made by Councilman Cahoon. Motion seconded by Councilwoman Sousa. Motion passes unanimously, 5-0.

2. Appointment to Zoning Board Michael Beauparlant (Term: 11/10/20- 06/02/2025)

Director Napoleon Gonsalves was present to represent the administration. Motion to approve made by Council Vice President Rodericks. Motion seconded by Councilwoman Sousa. Motion passes unanimously, 5-0.

3. National Grid Presentation on Community Initiative Program (Hosted by: Laura Rodomer via Zoom)

Presentation that is listed above was provided.

4. Presentation Related to Metacomet Country Club, pursuant to the resolution passed on October 6, 2020:

RESOLUTION SUPPORTING RESOLUTIONS BY THE HOUSE OF REPRESENTATIVES AND SENATE OF THE STATE OF RHODE ISLAND REQUESTING EAST PROVIDENCE CITY COUNCIL TO CONSIDER PURCHASING THE METACOMET GOLF CLUB AS OPEN SPACE

Sara Frew represented the Assessor’s office.

Malcolm Moore represented the Finance Department.

Mayor DaSilva represented the administration.

Conversation about drafting a resolution for private counsel was discussed and asked to have it on the docket on the November 24, 2020 meeting.

City Solicitor, Mike Marcello delivered the claims report from Executive Session.

City Clerk, Samantha Burnett shared the upgrades made in the Clerk’s office regarding online services.

This item was tabled until the November 24, 2020 City Council meeting.

Council did not find it necessary to reconvene in Executive Session.

Prior to adjournment, both Councilman Mourato and Councilman Cahoon recognized veterans and PTSD awareness and organizations that are out there, (none specific were mentioned).
