Each speaker will be limited to three (3) minutes. The order of the speakers will be on a first come, first
serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per
meeting.
1. Debbie Brun of Rumford spoke regarding the ordinance regarding the Newport Avenue/New Road
proposed construction from Schiavo Enterprises, LLC. She expressed her concerns, including
notification of residents.
Attorney for Schiavo Enterprises, Joe Sherkarchi, requested an update on the issues with connection
and the live stream, due to the storm. City Solicitor, Michael Marcello stated that out of mutual
agreement, there would be no vote on this item tonight, in order to give everyone an opportunity to
equally participate in this public hearing. Schiavo Enterprises did provide their presentation, but no
vote was taken.
Debbie Brun of Rumford did speak again regarding the proposed development Schiavo Enterprises
presented this evening, asking that the public is given ample notice and that if this moves forward
that transportation looks at not just Newport Avenue but also residentials areas as well.
Attorney Joe Sherkarchi also mentioned in Warwick they changed the 200 feet abutters notices to 400
feet. He also mentioned this is something that can be done through legislation.
Again, it was mentioned by the Council President, that there would be no vote on this tonight and it
was tabled to the September 1st City Council Meeting.
a) Mayoral Appointments with Council Approval
1) Appointment of Lucy Rose to Juvenile Hearing Board. Mayor nomination subject to Council
approval. Term 8/4/2020- 2/17/2023

a) Early Voting and Mail Ballots for 2020 Elections Discussion- Council President Britto
Council President Britto was present and available for this discussion item. August 18, 2020 is the
deadline to register for the mail in ballot option. August 19, 2020 you can start early voting. Election
booths will be set up in City Hall as well for in person voting. Rumford Towers will be closed for voting,
due the management and not due to a Canvassing decision.
b) Formulation of Dog Park Committee Discussion- Council President Britto
Council President Britto was present and available for this discussion item. Council President Britto
inquired about creating a committee for this item and to possibly draft a resolution to make this
committee official at the next Council meeting.
c) Newly Paved Roads in East Providence and No Utility Work for five (5) years. Utility Companies
Paving Entire Roads Discussion-Council President Britto
Council President Britto was present and available for this discussion item. Council President
spoke regarding the status the condition of the streets and how they are being repaired
after utility work is done. The Council President stated that he would like to look into that in
the event that a developer needs to work on a road that is less than five years old in the City,
that the contractors are responsible to repaving the road properly. Councilman Mourato also
contributed to the conversation with how Bristol handles this scenario and provided
examples.
d) Zoning Approvals by Council Regarding Conditional Land Use Discussion-Council President Britto
Council President Britto was present and available for this discussion item. The conversation was
around scenarios of zoning granted and there was a change of use (example of a previous
approval of 18 home then later as 400 apartments). Planning Director Bill Fazioli was present
to address this scenario, stating the apartments were on the Leonardo Farm land. The single
family homes was through another developer. Director Fazioli. Councilman Mourato
contributed to the discussion asking if the Council or the public had a say in any of these
proposed changes. Director Fazioli gave the example of the Planning Board and Public
Hearings where the public can give their opinion.
e) Short Term Rental Ordinance Update, Violation Enforcement and Pandemic Repercussions
Discussion- Council Vice President Rodericks
Council Vice President Rodericks was present for this discussion item. There have been
multiple complaints regarding the enforcement portion of the ordinance. Ed Pimental, Zoning
Official for the City spoke. Several notices have been sent to a problematic property in the City
regarding the short term rental ordinance. Violations have been sent as well. Owner occupancy
and short term rental timeframes were discussed. Assistant Solicitor Conley was present and
added to the discussion.
f) Fireworks Policy Update Discussion
(Reference: RIGL 11-13-1: Sale, use or possession of fireworks)-Council Vice President Rodericks
Council Vice President Rodericks was present for this discussion item and stated that the
fireworks are being heard as late as 11:00 p.m. Solicitor Marcello participated in the discussion
with updates on findings.
g) Leonardo Farm Development Discussion-Councilman Mourato
Councilman Mourato was present for this discussion item. Councilman Mourato stated that
this item was satisfied earlier.
h) Sidewalk Conditions in Ward 3 Discussion-Councilman Cahoon
Councilman Cahoon was present for this discussion item and stated that the sidewalks are a
disaster and in some places are ground down to gravel. These sidewalks are utilized
frequently. Councilman Cahoon did mention that he will likely come to the Council asking for
approval of funds from Capital for these sidewalks. Council President Britto contributed to the
discussion as well and said he does support this idea, just as long as they can identify the worst
spots in each of the wards. Councilwoman Sousa contributed to the conversation as well.
i) Three Way Stop Sign on James Street Discussion-Councilwoman Sousa
Councilwoman Sousa was present for this discussion item. She spoke that this area is
dangerous and there are a lot of children in the area, the stop sign might be a good idea and
see if the police department could possibly due a study to see if there is a need for a three way stop
sign.
J) Abbott St. Swall and Culvert Replacement; Update on Runnins River 2020 Maintenance
Discussion-Councilwoman Sousa
Councilwoman Sousa was present for this discussion item. She spoke that with hurricane
season coming up, there is also flooding that occurs in this area. Councilwoman Sousa also
wanted to receive an update on this particular project. Director of Administration, Napoleon
Gonsalves was present for the Council. Update to occur at the next scheduled Council
meeting.
