The City Council will be using a Zoom application for this meeting, due to the COVID-19virus and to be
in compliance with all Gubernatorial Executive Order 20-05.

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their docket related item to speak on. Please call: 401.477.9328 and leave a voice mail with your contact information forty five (45) minutes before the call to order of any regularly scheduled council meeting and shall be delivered by the City Clerk no earlier than five (5) minutes before the call to order of the meeting. The City Clerk will then call you when it is your time to speak. Each speaker will be limited to three (3) minutes. The order of the speakers will be on a first come, first serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting.
Public Comment not suggested at this time and was not offered due to the conditions of COVID-19. Please note there were only essential functional items pertaining to City business were voted on. None required Public Hearing. The items that required Public Hearing were tabled to May 5, 2020 City Council meeting.

Permit the addition of 2020-015 extending Municipal State of Emergency to the agenda. Motion to approve by Council Vice President Rodericks. Seconded by Councilman Cahoon. Motion passes 3-0. Council Mourato did not vote due to technical issues.

2. COLLECTIVE BARGAINING AGREEMENT
Review, Discussion and Vote: Proposed Memorandum of Understanding Between the City of East Providence and International Brotherhood of Police Officers Local 569 Regarding Detectives Work Schedule

3. REPORTS OF OTHER CITY OFFICIALS
a) Presentation: Community Development Block Grant (CDBG) Program Request for Proposal (Deadline: 04/03/2020) - David Bachrach
Mr. Bachrach provided a presentation to the Council. $762,169.00 has been awarded to this program. He provided additional information on how this program works and how it is available to us as an Entitlement City.
