Council President asked the City Clerk to take roll call. All members were present.

Motion passes unanimously.
All items under, “Consent Calendar” are considered to be of a routine and noncontroversial nature by the City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council members so requests, in which event the item will be removed from said Consent Calendar and will be considered in its normal sequence in the docket.

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their docket related item to speak on. This sheet shall be available on a desk at the entrance of the City Hall Chambers no later than forty five (45) minutes before the call to order of any regularly scheduled council meeting and shall be delivered by the City Clerk to the presiding officer no earlier than five (5) minutes before the call to order of the meeting. Each speaker will be limited to three (3) minutes. The order of the speakers will be on a first come, first serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting.

The Charter Section 3-5-1 (b) was referenced by Assistant Solicitor Conley. Assistant Solicitor Conley also reference Section 2-10 as well if Council interfered with Mayoral appointments.
Council Vice President Rodericks withdrew his appointment recommendations and will reach out to the Mayor.

a) FIRST PASSAGE – FOR VOTE
1. ORDINANCE OF THE COUNCIL OF THE CITY OF EAST PROVIDENCE ORDERING THE ASSESSMENT AND COLLECTION OF PROPERTY TAX ON THE RATABLE REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND AN EXCISE TAX ON REGISTERED MOTER VEHICLES AND TRAILERS
Discussion was had with the Council and the Finance Director, Malcolm Moore. Councilman Cahoon stated that he will sponsor this ordinance if needed for second passage.

Motion passes unanimously.
2. AN ORDINANCE AUTHORIZING THE DIRECTOR OF FINANCE TO BORROW FUNDS IN ANTICIPATION OF TAXES
Discussion was had with the Council and the Finance Director, Malcolm Moore.
Motion to approve made by: Council Vice President Rodericks
Motion seconded by: Council Cahoon
Councilman Cahoon also stated that he will sponsor this ordinance for second passage.
Motion passes unanimously.
3. AN ORDINANCE AUTHORIZING THE DIRECTOR OF FINANCE TO BORROW FUNDS IN ANTICIPATION OF BONDS
Discussion was had with the Council and the Finance Director, Malcolm Moore.

4. AN ORDINANCE AUTHORIZING THE DIRECTOR OF FINANCE TO BORROW FUNDS IN ANTICIPATION OF REVENUE

b) PUBLIC HEARING, SECOND PASSAGE – FOR VOTE
1. AN ORDINANCE IN AMENDMENT OF CHAPTER 3 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “ANIMALS” Council President Britto
Council President Britto introduced second passage. Councilwoman Sousa had proposed revisions from last meeting but the ordinance was not updated to reflect the changes. 3.6 – addition subsection C and 3.7, 3.21, 3.24 were referenced to be removed by Councilwoman Sousa. Also 3.26 strike line under Section A, II to be revised as well - “Animal to be euthanized for human reasons”.

Motion passes unanimously.
City Clerk will re-advertise for public hearing for second passage.
2. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “VEHICLES AND TRAFFIC” Sponsored by: Councilman Cahoon

c) PUBLIC HEARING – BUDGET FY 2019-2020
