The City Council of the City of East Providence may meet in Executive Session pursuant to RI General Laws § 42-46-5 (a)(1)(2).
A. City Manager Job Performance Review
Mayor Briden calls the meeting to order at 7:03PM.
A. City Manager Job Performance Review
Solicitor Dias reads the letter which provided notice to the City Manager dated December 1, 2017 regarding Job Performance Review as well as the Rhode Island General Law providing for such review in open or closed session.
City Manager Chapman agrees to have the topic discussed in closed session.
Mayor Briden asks who called the meeting and why it was necessary to take place on a Sunday when all five council members could not be present and when the regular meeting is Tuesday and the item could have been added to that docket and taken up when all five members could participate.
Councilman Botelho states that he was one of the members who called for the meeting. He notes that the Mayor doesn’t always consider items of importance or emergency that other members may deem to be so and expresses that in the past he feels the Mayor has ignored some members’ efforts to call special meetings.
Mayor Briden disagrees and reiterates that he doesn’t believe a Sunday night meeting when all five members cannot attend is appropriate especially when conducting a job performance evaluation.
Councilman Botelho makes a motion to go into Executive Session, Councilman Faria seconds the motion and on a roll call vote it is unanimous 4-0 with Assistant Mayor Britto absent.
Upon return from Executive Session Solicitor Dias reports the Council took no action and that a motion was made to seal the minutes and adjourn to open session.
Councilman Faria states that no action was taken but to avoid any misunderstandings he would like to let everyone know that issues were discussed and the City Manager item will be continued until January.
Councilman Botelho explains there were questions as to why this happened so quickly and he would like to note that it is important for the council to address items sooner rather than later to avoid any problems.
Mayor Briden reports the item will be continued until the January 3, 2018 Council meeting.
A motion to Adjourn at 10:34PM is made by Councilman Faria, seconded by Councilwoman Sousa and on a roll call vote the motion passes 4-0 with Assistant Mayor Britto absent.
