1.      (AMENDMENT TO RESOLUTION NO. 23 ADOPTED JULY 19, 2016) RESOLUTION ALLOCATING $56,612 OF PREVIOUSLY APPROVED $416,800 OF CITY FUNDS FOR THE IMPLEMENTATION OF THE INVASIVE SPECIES MANAGEMENT PLAN TO HELP RELIEVE FLOODING OF THE RUNNINS RIVER

WHEREAS, the City received a $615,000 Federal CDBG Disaster grant administered by the Rhode Island Office of Housing and Community Development (OHCD) to address the flooding issues in the State Street neighborhood; and

WHEREAS, the City Engineering Division identified two (2) projects to help address the flooding: (a) installing two culverts under Warren Avenue, and (b) the removal of invasive species behind the State Street neighborhood; and

WHEREAS, J.H. Lynch & Sons/Woodard & Curran was awarded a contract to install two (2) culverts under Warren Avenue with one (1) on the Massachusetts side and one (1) on the Rhode Island side and GZA Environmental submitted a proposal to implement an Invasive Species Management Plan to remove and treat the invasive species; and

WHEREAS, OHCD has reduced the Federal CDBG Disaster grant from $615,000 to $431,660 to support only the design, permitting and construction of the culvert within the state boundaries of Rhode Island; and

WHEREAS, a total of up to $416,800 of City funds was approved at the July 19, 2016 City Council meeting for the increased costs to locate both culverts within Rhode Island; and

WHEREAS, the Engineering Division intends to return to the original plan of installing one (1) culvert on the Massachusetts side and one (1) on the Rhode Island side of the Runnins River being more cost effective; and

WHEREAS, existing field conditions have increased the costs for engineering and construction of two (2) culverts as originally intended up to $791,788; and

WHEREAS, $360,188 of the approved City funds and $431,660 of CDBG Disaster funds should be sufficient for the installation of two (2) culvert projects under Warren Avenue, one (1) within the Massachusetts boundary and one (1) within the Rhode Island boundary.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of East Providence will allocate $56,612 of the previously approved $416,800 of City funds to be used to support the implementation of the Invasive Species Management Plan prepared by GZA Environmental to help relieve the flooding of the Runnins River.

This resolution shall become effective upon its passage.

2.      RESOLUTION NAMING HONOR FLIGHT PARK

WHEREAS, Jones Pond is a renovated park located near Pierce Field in the center of East Providence; and

WHEREAS, as the park completes its renovations, the City of East Providence is desirous of renaming the park; and

WHEREAS, Honor Flight is a non-profit organization that is dedicated to transporting United States military veterans to see the Washington, DC war memorials; and

WHEREAS, Honor Flight reports that it has flown over 159,000 veterans to the Washington, DC war memorials since 2005; and

WHEREAS, the City of East Providence is grateful to the veterans who sacrificed and committed their lives for American patriotism.

NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of East Providence wishes to memorialize and recognize America’s veterans by renaming Jones Pond as the Honor Flight Park.

This resolution shall become effective upon its passage.

F.     Introduction to Ordinances

1.      AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “VEHICLES AND TRAFFIC”

SECTION I.  Section 18-307 entitled “Parking prohibited at all times.” of Article X entitled “Stopping, Standing and Parking” of Chapter 18 of the Revised Ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled “Vehicles and Traffic” is amended by adding thereto the following:

Anthony Street (west side) between utility pole #4 and utility pole #6

SECTION II.  This ordinance shall take effect upon its second passage and all ordinances or parts of ordinances inconsistent herewith are hereby repealed.

2.      AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “VEHICLES AND TRAFFIC”

SECTION I.  Section 18-247 entitled “Designation of one-way streets” of Article VIII entitled “One-Way Streets” of Chapter 18 entitled “Vehicles and Traffic” is amended by adding thereto the following:

Hoyt Avenue (northbound) from Bourne Avenue to Thatcher Street during the hours of 8:00 a.m. to 9:00 a.m. and 2:00 p.m. to 3:00 p.m. on school days.

SECTION II.  This ordinance shall take effect upon second passage and all ordinances and parts of ordinances inconsistent herewith are hereby repealed.
