1. RESOLUTION IN SUPPORT OF CITY IMPOSED INDIVIDUAL RESIDENTIAL REAL ESTATE APPRAISAL CAP
WHEREAS, 2015 was a full revaluation year for properties in the City which resulted in some residential real estate property valuations to increase over fifty percent (50%); and
WHEREAS, waterfront properties in the City increased by twenty-five percent (25%) on average despite assessment decreases in four (4) other neighborhoods in the City; and
WHEREAS, the resulting inequality in assessments has forced those property owners with inflated valuations to carry the burden of the City’s real estate taxes; and
WHEREAS, the City Council wishes to stabilize the amount by which each individual residential real estate property valuation may increase upon assessment; and
WHEREAS, the City Council wishes to impose a 15% cap to which each residential real estate property valuation may increase upon each assessment.
NOW, THEREFORE, BE IT RESOLVED that the East Providence City Council requests permission from the Rhode Island General Assembly to permit the City by statute to impose a limiting amount to which each residential real estate property valuation may increase upon assessment beginning with the 2018 state mandated update.

2. RESOLUTION APPROVING $416,800 OF CITY FUNDS FOR THE ADDITIONAL COSTS ASSOCIATED WITH THE INSTALLATION OF TWO CULVERTS UNDER THE WARREN AVENUE BRIDGE TO HELP RELIEVE FLOODING OF THE RUNNINS RIVER
WHEREAS, the City received a $500,000 CDBG Disaster grant to address the flooding issues in the State Street neighborhood; and
WHEREAS, J.H. Lynch & Sons/Woodard & Curran was awarded a contract for $586,700 to install two culverts under Warren Avenue; and
WHEREAS, existing field conditions have increased the costs for engineering and construction to a total of up to $916,800; and
WHEREAS, a total of up to $416,800 of City funds were approved during the June 7, 2016 City Council meeting for the increased costs of the Warren Avenue culverts.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of East Providence has committed $416,800 of City funds to be used with up to $500,000 of CDBG Disaster grant funds to support the installation of two culverts under Warren Avenue to help relieve the flooding of the Runnins River.
This resolution shall become effective upon its passage.

F. Introduction of Ordinances
1. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “VEHICLES AND TRAFFIC”
SECTION I. Subsection (b) of Sec. 18-269 entitled “Stop and yield intersections designated; when stops required” is amended by adding thereto the following:
Deer Street (northbound and southbound traffic) at Leahy Street
SECTION II. This ordinance shall take effect upon second passage and all ordinances and parts of ordinances inconsistent herewith are hereby repealed.

3. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED “VEHICLES AND TRAFFIC”
SECTION I. Section 18-307 entitled “Parking prohibited at all times.” of Article X entitled “Stopping, Standing and Parking” of Chapter 18 of the Revised Ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled “Vehicles and Traffic” is amended by adding thereto the following:
Massasoit Avenue (south side) from Austin Avenue to a point 80 feet west
SECTION II. This ordinance shall take effect upon its second passage and all ordinances or parts of ordinances inconsistent herewith are hereby repealed.
