Inauguration - December 5, 2016
The City Clerk calls the Meeting to order.
The Police Dept. Honor Guard will now post the colors.
The National Anthem is performed by John Boyse.
Members-elect of the City Council come forward to receive the oath of engagement which is administered by The Honorable Maureen McKenna Goldberg Justice of the Rhode Island Supreme Court.
The City Clerk calls the members-elect of the School Committee to please come forward to receive the oath of engagement, which is administered by The Honorable Maureen McKenna Goldberg Justice of the Rhode Island Supreme Court.
City Clerk announces the Council is now in session and nominations for the Office of Mayor are now in order.
A nomination for James Briden for Mayor is made by Councilman Botelho, seconded by Councilman Britto and on a roll call vote it is unanimous.
The City Clerk declares James Briden the duly elected Mayor of the City of East Providence.
Justice Goldberg administers the Oath of Engagement to the Mayor.
The Mayor addresses those assembled.
The City Clerk presents the gavel to the Mayor and takes a seat at the right of the Mayor.
The Mayor calls the nominations for Assistant Mayor.
A nomination for Robert Britto for Assistant Mayor is made by Councilman Botelho, seconded by Councilman Faria and on a roll call vote it is unanimous.
The Mayor declares Councilman Robert Britto the duly elected Assistant Mayor of the City of East Providence.
Justice Goldberg administers the Oath of Engagement to the Assistant Mayor.
The Mayor calls for nominations for the City Solicitor.
A motion for Gregory Dias for City Solicitor is made by Councilman Botelho, seconded by Assistant Mayor Britto and on a roll call vote the motion passes 4-1 wiht Councilwoman Sousa voting Nay.
RESOLVED, that Greg Dias be appointed Solicitor to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.
The Mayor declares Greg Dias the duly elected City Solicitor of the City of East Providence.
Mayor Briden administers the oath of engagement to City Solicitor.
A motion is made by Councilman Faria to defer all further appointments until a meeting can be held that all can attend to ensure that all wards are represented on a roll call vote the motion fails 3-2 with Councilman Faria and Councilwoman Sousa voting Aye.
Mayor calls for a motion for the appointment of Assistant City Solicitor.
A motion to appoint Robert Craven Assistant Solicitor is made by Councilman Faria, seconded by Councilwoman Sousa and on a roll call vote the motion fails 3-2.
A motion to appoint Peggy Lynch Assistant Solicitor is made by Assistant Mayor Britto, seconded by Councilman Botelho and on a roll call vote it is unanimous.
RESOLVED, that Elizabeth Lynch be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.
Assistant Mayor Britto administers the oath of engagement to Assistant City Solicitor.
Mayor Briden calls for a motion for the appointment of Assistant City Solicitor.
A motion to appoint Dylan Conley Assistant Solicitor is made by Councilman Botelho, seconded by Assistant Mayor Britto and on a roll call vote the motion passes 3-2 with Councilman Faria stating he doesn’t like being put in this position he has concerns regarding the actual need for a second solicitor and the cost associated and that the person they are suggesting has only been an attorney for a few years and he votes Nay and Councilwoman Sousa states that she believes there should be an interview process and she votes Nay.
RESOLVED, that Dylan Conley be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.

Mayor Briden calls for a motion for the appointment of Municipal Court Judge.
A motion to nominate George Furtado for the position of Municipal Court Judge is made by Councilman Botelho, seconded by Assistant Mayor Britto and on a roll call vote it is unanimous.
RESOLVED, that George Furtado be appointed Municipal Court Judge to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.
Councilman Botelho administers the oath of engagement to Municipal Court Judge.
Mayor Briden calls for a motion for the appointment of Probate Judge.
A motion to appoint Christine Engustian Probate Judge is made by Councilman Botelho, seconded by Councilman Faria and on a roll call vote it is unanimous.
RESOLVED, that Christine Engustian be appointed Probate Judge to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.
Councilman Faria administers the oath of engagement to Probate Judge.
Mayor Briden calls for a motion for the appointment of City Sergeants.
A motion to appoint Nuno Branco City Sergeant is made by Councilwoman Sousa, seconded by Councilman Faria and on a roll call vote the motion fails 3-2.
A motion to appoint Anthony Isadoro City Sergeant is made by Councilman Botelho, seconded by Assistant Mayor Britto and on a roll call vote the motion passes 4-1 with Councilman Faria voting Nay.
A motion to appoint John Medeiros City Sergeant is made by Assistant Mayor Britto, seconded by Councilman Botelho and on a roll call vote the motion passes 4-1 with Councilwoman Sousa voting Nay.
RESOLVED, that Anthony Isadoro be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his/her successor is appointed and qualified.

A motion to appoint Joey Connors Municipal Court Bailiff is made by Councilman Botelho, seconded by Assistant Mayor Britto and on a roll call vote it is unanimous.
Councilman Faria administers the oath of engagement to Municipal Court Bailiff.
Mayor Briden calls for a motion for the appointment of Harbor Master.
A motion to appoint Bruce Dufresne Harbor Master is made by Assistant Mayor Britto, seconded by Councilman Botelho and on a roll call vote is unanimous.
Councilman Botelho administers the oath of engagement to Harbor Master
A motion to appoint Kim Casci-Palangio City Clerk is made by Councilman Faria seconded by Councilwoman Sousa and on a roll call vote it is unanimous.
Councilman Faria administers the oath of engagement to the City Clerk.
A motion to adjourn at 7:28PM is made by Councilman Britto, seconded by Assistant Mayor Britto and on a roll call vote it is unanimous.
The Mayor announces they are adjourned and that everyone is invited to The Riviera Restaurant, 580 North Broadway, for a reception.
