A motion to approve the Consent Calendar is made by Councilwoman Capobianco, seconded by Councilman Britto and on a roll call vote it is unanimous 4-0.

A motion to approve the License is made by Councilman Britto, seconded by Councilwoman Capobianco and on a roll call vote it is unanimous 4-0.

V.                NEW BUSINESS

A.    Council Members

1.      Bayside Soccer/Lacrosse Field (by Mayor Rose)

Solicitor Chapman spoke regarding the diligent work done by all on the City and the School side as well as from the vendor Bayside and their attorney.  He also thanked City staff Planning Director Boyle, City Engineer Skadberg and City Assessor Hazard who helped to take a good agreement and made it better.  There were two major issues the first was the sewer force main which was addressed and Bayside has agreed to pay and have been very cooperative.  The second was a tax issue regarding a $56,000 tax bill and this was negotiated and the City has worked with Bayside to donate the turf field and all the future improvements.  Additionally the insurance coverage has been increased and the field has been moved over 10-15 feet for drainage and irrigation issues.  Overall, the Solicitor stated that everyone cooperated and worked together to complete the agreement and make this happen.  It was a big project and important to the City to see that it was done correctly.  

Councilman Conley agreed adding that it is a 25 year agreement and due diligence was essential for all including the students and athletes who will now be competing on a field that rivals any in the State. 

A motion to approve the Agreement is made by Councilwoman Capobianco, seconded by Councilman Britto and on a roll call vote it is unanimous 4-0.

2.      Approval of Funds for Hull Street Basketball Court Project (by Mayor Rose)

Mayor Rose thanked John Carnevale for all he has done for the City of East Providence and called him to the podium to explain the project. 

John Carnevale discussed the completed Pierce Field project which was done on time and invited all to come down and see the 350 plus kids utilizing the updated court with bleachers on any given day.  These improvements will be good for 20-30 years. 

July 5-15 he would like to work on improvements to the Hull Street basketball courts and is requesting $20,000 from the City and they will raise the funds to match the dollars the City gives them. 

He added that these projects not only make the playgrounds better they also get the community working together and empower the youth that they can make a difference, act locally and think globally. 

Councilman Britto stated that for a $20,000 investment the City couldn’t ask for more for the community and he thanked John Carnevale and all those who volunteered.  

Councilman Conley thanked John Carnevale for all he does adding that the City can really see the positive impact. 

Mayor Rose added that he can’t thank John Carnevale enough for making things better, getting people involved and bringing the community back. 

John Carnevale concluded by stating that they are using these projects as an opportunity to bring things back to the community and for others and youth to understand how to do this so that in the future they can continue the work.  This is an opportunity to teach them to look at something that is run down as an opportunity to empowerment and to bring people together including youth and police and community and to come together for more than just shooting hoops. 

Councilwoman Capobianco stated that John Carnevale is a great role model and that the City is lucky to have him. 

A motion to approve the funds for the project is made by Councilman Conley, seconded by Councilwoman Capobianco and on a roll call vote it is unanimous 4-0.
