Councilwoman Rossi calls the Fire Chief to the podium and asks about fire inspections upon renewals. 

The topic is discussed regarding which renewals receive fire inspections and which do not as well as the time and ability of the current personal to handle a large number of requests at one time.

The Chief states that if they take them on during the course of the year he would expect that by the time licenses are renewed the following year they could have inspected all again.  He will work on a schedule which they would complete over the course of the year. 

Councilman Cunha asks for information on what a fire inspection entails.

Chief Elmasian explains it varies depending upon what the business is being used for and lists some examples as well as when they work in tandem with the Building inspector. 

A motion to approve the Annual Alcoholic Beverage License Renewals with the exception of Milho’s Waterfront Banquet Hall, until the fire and building inspections are complete, is made by Assistant Mayor Rose, seconded by Councilman Cunha and on a roll call vote it is unanimous.

Pursuant to R.I.G.L. § 42-46-5(a)(2), a motion is made by Councilman Rose and seconded by Councilman Cunha to convene in closed session for the purposes of discussing claims & litigation.  Upon a roll call vote:  Mayor Briden – Aye, Councilwoman Capobianco – Absent, Councilman Cunha - Aye, Councilman Rose – Aye, Councilwoman Rossi – Aye, the motion is approved 4-0.

2.      2015 City Council Meeting and Claims Committee Meeting Dates and Times (by City Clerk, Kim Casci)

A motion to approve the 2015 Council Meeting Dates is made by Assistant Mayor Rose, seconded by Councilman Cunha and on a roll call vote it is unanimous. 

C.    Council Members

1.      Regular Council Meeting Date of December 2, 2014 (by Assistant Mayor Rose)

Discussion takes place regarding setting a meeting to discuss the water bill issue.  Councilman Cunha lets the City Clerk know the Council will let her know when to schedule the special meeting. 

2.      Pierce field presentation (by Councilman Cunha)

Director Boyle gave a power point presentation on the pond currently knows as Jones Pond located on the Pierce Field site. 

3.  HUD Strong Cities, Strong Communities Initiative (by Councilman Cunha)

Councilman Cunha stated that HUD and President Obama developed the Strong Cities initiative for communities.  The resources are now available to 275 cities and East Providence is one of those cities to help promote job growth through development.

Director Boyle is called to the podium.  She notes that she participated in a webinar today on this topic and it is a very exciting program.  This is the 3rd year it is being offered.  She heard from communities that went through the program and they bring in teams of experts private, public and academia.  You have to be selected and it is a relatively simple application process. They will  send in a small team for 2 days and come up with a scope of work and a back and forth with the community then takes place. They provide 4-9 months of technical assistance and the value of that technical assistance can range from $50,000 to $500,000 depending on the magnitude of the project. They encourage communities to team up w other communities.  The other communities don't have to be one that qualifies.  It is a competitive process and those that have participated are very pleased.  She noted that Jim Moran also participated in the webinar and they will come back to the City Council with suggestions and ID where the match would come from.

Councilman Cunha asked if they would do an application immediately.

Director Boyle stated it is a rolling admissions process but it is a first come first serve basis so they want to do it by the beginning of the year.

4.  Sewage bills (by Councilman Cunha)

Councilman Cunha stated people such as his grandparents are on a fixed income.   To receive a bill of this stature puts an effect on their livelihood.  What bothers him is to have people get hit with a bill like this. He wanted to let people know that the Council is working on making changes and he will bring this back up when the City Manager returns.

Assistant Mayor Rose stated he agrees on all levels.

Marco Pacheco comes to the podium asks if the City can delay paying the bill without people being charged penalties until next meeting when it will be discussed.

Assistant Mayor Rose stated that at this time he would like to meet and sit down with the City Manager on Monday regarding some type of grace period until the City can get this resolved.

Councilman Cunha states that he agrees.

Assistant Mayor Rose reminds everyone that the next meeting will be on December 10^th.
