Mayor Briden calls the meeting to order at 5:40PM
Assistant Mayor Rose requests before the meeting adjourns that a moment of silence be held for School Committee Member Spunky Pimentel who passed away this week.
A. B-Full Privilege Vict – Transfer
Transfer from Lincoln Bar & Grille, Inc to Stevie D’s Bar & Grille, LLC DBA Stevie D’s Riverside Tavern, 24 Monroe Avenue (02915), Steven Medeiros, 28 Harris Street (02915)
Louis Souza Attorney from Providence is present representing the seller. He provides the Council with a history and background for the Pontif family and the seller Judy Higgins. The neighbors have expressed some concern regarding an additional parking lot located across the street from the establishment. This parking lot was not sold and is still owned by Ms. Higgins. However, they are in discussion with the Medeiros’ the purchasers and they might very well lease the parking lot the closing for the property is on August 11, 2014. Additionally, Ms. Higgins agrees to keep the lot clear and clean of any debris.
Assistant Mayor Rose speaks and states that he has spoken with the Town of Cumberland where the Medeiros’ own a similar establishment and is told it is a good establishment and very clean. Also, he stated he would like to confirm that this includes the lot behind the establishment and that the lot on Monroe is still for sale but must be kept clean. The motion on this license would be for 82 seats and 28 parking spaces as specified by Zoning.
Solicitor Chapman asks Ms. Higgins if in the interim of leasing the parking lot on Monroe will she be responsible for maintaining it and Ms. Higgins states she will.
Solicitor Chapman states to Attorney Souza they should confirm that they are all squared away with Zoning and Mr. Souza replies they will.
A motion to approve the license with 82 seats and 28 parking spaces is made by Assistant Mayor Rose, seconded by Councilwoman Rossi and on a roll call vote it is unanimous.
A. Vict/Over 50 – Transfering vict license from Class 2 to Class 1 (from under 50 to over 50)

A motion to approve the license is made by Councilwoman Capobianco, seconded by Assistant Mayor Rose and on a roll call vote it is unanimous.
B. Pool/Pool Sunday – Transfer
Transfer from Lincoln Bar & Grille, Inc to Stevie D’s Bar & Grille, LLC DBA Stevie D’s Riverside Tavern, 24 Monroe Avenue (02915), Steven Medeiros, 28 Harris Street (02915)
A motion to approve the license is made by Councilwoman Capobianco, seconded by Councilman Cunah and on a roll call vote it is unanimous.
C. Dance/Entertainment – Transfer
Transfer from Lincoln Bar & Grille, Inc to Stevie D’s Bar & Grille, LLC DBA Stevie D’s Riverside Tavern, 24 Monroe Avenue (02915), Steven Medeiros, 28 Harris Street (02915)
A motion to approve the license is made by Councilman Cunha, seconded by Councilwoman Capobianco and on a roll call vote it is unanimous.
A. Council Members
1. City Manager Search (by Mayor Briden)
Mayor Briden states that before anymore time passes, as budget time is fast approaching, the Council will be spending a lot of time on meetings relative to the budget and he didn’t want to wait until the August 19th meeting before pursuing this topic. Should this item be held until after the budget process is completed?
Councilman Cunha states he feels the Council should hold off on the search until after the budget.
Assistant Mayor Rose states he would like to wait until August 19th to discuss it.
Mayor Briden asks the Clerk to place the item on the docket for August 19th and for the Council to think about what they would like to do and discuss at that point.
2. Odd Fellows Home (by Mayor Briden)
Mayor Briden states that the City is doing a good job doing due diligence regarding not ending up owning a historic property but looking for a non-profit or private entity to take over the building. Currently, the way it stands, the building has little or no fair market value. It would be good for the building to maintain its historic integrity and be preserved much like was done in Pawtucket with the To Kalon Club.
Assistant Mayor Rose asks if this item also can be discussed at the August 19th meeting.
Mayor Briden defers this item to the next meeting.
A moment of silence is held in memory of School Committee Member Spunky Pimentel.
A motion to adjourn at 5:58 PM is made by Councilman Cunha, seconded by Assistant Mayor Rose and on a roll call vote it is unanimous.
