Motion is made by Councilman DiTraglia, seconded by Councilman Coogan and on a roll call vote the motion fails with Councilman Cusack, Councilwoman Perry and Mayor Larisa voting in nay.

SECTION I. Sec. 18-269 entitled Stop and yield intersections designated; when stops required is amended by adding thereto the following:

1. EP Budget Update (by Mayor Larisa)
Mayor Larisa spoke regarding the tax cap and sticking to it, the Charter Amendment addressing keeping the tax cap, school contracts, Police contracts and State budget cuts. He further discussed the negotiations with the Fire Union stating some of these are in arbitration. The Mayor stated the savings the Fire Union is suggesting is a savings up front but a higher cost a few years down the line.
2. Soccer Task Force (by Mayor Larisa)
For next meeting each Council person may bring two names for appointment to a Soccer Task for to help in the search for additional Soccer Field availability in the City.
All resolutions will appear on docket with the name of the resolution's sponsor.

2. Motion To: A Resolution Requesting Legislation to Amend RIGL § 44-3-3 to Specifically Exempt Pomham Rocks Lighthouse from Taxation.
COMMENTS - Current Meeting:
WHEREAS, the City Council of the City of East Providence requests an amendment to the RIGL 44-3-3 so as to exempt from property taxation the Pomham Rocks Lighthouse, located in the City of East Providence;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of East Providence hereby requests that Rhode Island General Assembly amend legislation for property taxation so as:
To exempt from taxation the buildings, personal estate and the land upon which the buildings stand, located on ZZ Pomham Island, currently known as Assessors Map 211, Block 01, Parcel 001.00, which consists of approximately 21,300 square feet and is located approximately 860 feet, more or less, from the shore, and limited exclusively to these said buildings, personal estate and land, provided that said property is owned by a qualified 501(c)(3) organization which exists as a Chapter of the American Lighthouse Foundation.
NOW, THEREFORE, BE IT RESOLVED, that the Senators and Representatives in the General Assembly from the City of East Providence request, introduce, and seek passage of legislation as outlined above.
BE IT FURTHER RESOLVED, that the City Clerk of the City of East Providence send a copy of this Resolution to the Governor, Lieutenant Governor, the President of the Senate, the Speaker of House of Representatives, and each Senator and Representative from the City of East Providence.

4. Motion To: A Resolution proclaiming the month of September as Ovarian Cancer Awareness Month.
COMMENTS - Current Meeting:
RESOLUTION PROCLAIMING THE MONTH OF SEPTEMBER AS
OVARIAN CANCER AWARENESS MONTH
WHEREAS, Ovarian Cancer Awareness Month is an opportunity to underscore our commitment to fighting ovarian cancer and to finding a cure for this deadly disease; and
WHEREAS, Ovarian cancer is the deadliest of the gynecologic cancers and the fifth leading cause of cancer deaths among women in the United States; and
WHEREAS, Approximately 25,000 new cases of ovarian cancer are detected each year in the United States, more than half of these prove fatal. However, increased knowledge and awareness of the disease can lead to early detection and a high cure rate; and
WHEREAS, When detected early, over 90% of women survive ovarian cancer; but tragically for many women the diagnosis comes too late because most people are not aware of the subtle symptoms, known as the silent cancer; and
WHEREAS, The National Ovarian Cancer Coalition (NOCC), along with its Rhode Island Chapter work throughout the year to promote patient, public and professional education, emotional support, and advocacy and awareness efforts. The NOCC, through its Break the Silence campaign, is committed to improving the survival rate and quality of life for women with ovarian cancer; and
WHEREAS, During Ovarian Cancer Awareness Month, we remember those who have lost their lives to this deadly disease, and honor the courage and strength of those who continue to fight this disease; and
WHEREAS, In June 2010, the General Assembly passed Senate Resolution 2010-S2993 and House Resolution 2010-H8259 proclaiming the month of September as Ovarian Cancer Awareness month in the State of Rhode Island.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of East Providence hereby proclaims the month of September as Ovarian Cancer Awareness Month.
BE IT FURTHER RESOLVED, that the City Clerk transmit a duly certified copy of this Resolution to the American Cancer Institute, the National Ovarian Cancer Coalition and its Rhode Island Chapter and the City and Town Council's of the State of Rhode Island.
