7:30 PM Meeting called to order on March 2, 2010 at Council Chambers, City of East Providence, East Providence, RI.

1.   Motion To:         To return to open session and keep the Executive Session minutes closed.

IV.     To Approve the Consent Calendar minus the 2009 Abatements

All items under CONSENT CALENDAR are considered to be of a routine and noncontroversial nature by the City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member so requests, in which event, the item will be removed from the ?CONSENT CALENDAR? and will be considered in its normal sequence on the docket.

1.   Copy of a letter from the Town Manager, East Greenwich, William Sequino, Jr. requesting the RI General Assembly restore 3rd quarter motor vehicle reimbursement from the State to the Cities and Towns and offers of alternate suggestions.

2.   Resolution from the City of Providence urging the Rhode Island General Assembly to approve legislation establishing a “Blue Alert” program in the State of RI.

3.   Resolution from the City of Cranston urging members of the RI General Assembly to enact legislation for bicyclist safety

V.      PUBLIC HEARINGS

1.   Recreation Fields Use Policy Discussion

2.   Public Testimony from Karen Ducett 44 Peck Ave Riverside, Regional Commissioner for AYSO

Against any in town team fees.  Also brought to the Council's attention some discrepancies in items paid for by AYSO such as sprinkler systems and golf cart which they claim the High School has not been fair in administering. 

Council asked School Department to provide a report on these items. 

3.   Mike Healey 368 Juniper Street East Providence Central Little League

Concerned about the waiver as it exists in the current policy for youth and adult baseball.  City Manager stated this policy will be updated and a waiver will exist for in town teams. 

4.   Paul Moura Rumford regarding Soccer Fields

Asked the Council if they could look into a location for soccer fields.  Offered to head a capital campaign if needed.  Council discussed possible locations and stated they would look into field locations and report back. 

5.   Mike Bartlett City of East Providence Parks Division

Councilman DiTraglia asked Mike Bartlett if some grass seed could be put down on the fields currently being used at the High School for the AYSO.  Mike replied that just putting seed down would not be sufficient loom and other items would be needed but that he would look into trying to make the fields a bit better than the basic dirt they currently are. 

6.   Jerry Bassett 50 Park Road in Riverside from the RI Senior Softball League

He wanted to know if there would be a fee for this league and what it would be.  The City Manager said it would be based on the roster and how many East Providence resident are in the league. 

7.   Gene Savory Riverside also Chair of the East Providence Zoning Board

He stated that he supports some sort of field use policy to help schedule the teams so that East Providence teams receive first preference and so that the fields can be properly cared for.  He also brought up possible sites for new field locations. 

The Council stated they would look into these site and report back. 

8.   Patrick Damian Riverside from President Riverside Little League

Mr. Damian let the Council know all of the work they do to keep the Forbes Field in great shape.  He does not want to see fees added onto the cost they already incur.  He would be interested to know if Exxon would be open to adding new fields and states they have been extremely helpful to Riverside Little League.

1.   United Water Appriciation and Committment Statement.

2.   Motion To:         Approval of qualification for Fire Suppression System installation, fire stations 1, 2 and 4.

B.      REPORTS OF OTHER CITY OFFICIALS

1.   Claims Committee Report

Pursuant to R.I.G.L. ? 42-46-5(a)(2), a motion is made by Councilman DiTraglia and seconded by Councilman Cusack to convene in closed session for the purposes of discussing claims & litigation.  The motion is approved 5-0.
