COMMENTS - Current Meeting:
Councilwoman Perry asked for a couple of changes, the inauguration should be the first Monday in December and on the Claims there would just be a meeting on December 21st not on the date of the inauguration.

A. “On Leadership and Politics in East Providence – a response to Sen. DaPonte” (by Mayor Larisa)
Prior to speaking Councilman DiTraglia asked for unanimous consent which was granted. He asked the Council and the Mayor to think about what the back and forth discussions relative to the State Leaders particularly Senator DaPonte may look like to those viewing and that this discussion has been dragging on long enough and that people will decide when they go to the polls if the person they are voting for did the job they were elected to do and represented the tax payers.
Mayor Larisa began letting residents know that any Council person or resident who requests to be on the docket has the right to speak on any topic. He is speaking on this topic to keep the people informed of the matters going on concerning the RI delegation and in particularly in response to Senator DaPonte's docket request item of the previous meeting.
It is upsetting to sit up here and not to have the delegation members applauding the efforts of the Council to keep to the tax cap. Representative Mello did introduce a couple of bills such as co-pay now giving Council the authority to approve all collective bargaining agreements coming from the School Committee and the bill that would stop Pond View from expanding. To clarify the record, my point was they did not back the co-pay now bill, they introduced it but in one case Representative Savage spoke against the bill he was on introducing, Representative Mello did not testify in favor of the bill he introduced. They were also not supportive of the Pond View bill. They also did not back the League of Cities and Towns bills that the City of East Providence and every other City and Town in the State also support. In conclusion, the School Committee and the City Council is winning, we have held the line on taxes and we hope and expect the delegation can support us on this and if they have different ideas to keep the tax cap and avoid bankruptcy we are all ears. But attacking a park that the City loves which happens to be named after my Mom or attacking another Councilman because of the use of health care for a sick member of his family is way below the belt and serves no ones interest. Senator DaPonte your an extremely powerful person, that is great for the City and if you have solutions different from what we have come up with please let us know.
1. Emily Koo, 60 Brown Street, Providence (02912) requesting to address the Council to take action in passing a resolution supporting the proposed RI public financing of elections act to create a voluntary system for full public financing of elections.
The Mayor asked for more resolutions other than Barrington and Portsmouth to use as a guide for East Providence. They indicated they would go through their files from previous years and get those together. The City Clerk will put something together and the Council will review once those items are received from you or if she is able to contact the other Clerk's Offices for other examples.
Just prior to adjournment Councilman DiTraglia asked for unanimous consent asking what the policy was for City Manager travel time and expenses. The Mayor indicated many may be paid for by outside entities. Councilman DiTraglia requested a list of travel time and expenses as well as how many new positions were filled by the City and the School Department over the last few years as he is interested in a possible hiring freeze.
