NEW BUSINESS

CITY MANAGER’S REPORT

SAFE SUMMER PROGRAM

Mr. Brown states the Police Department is going to be engaging in the Safe Summer Program.   It’s a program that runs about 93 days traffic enforcement is involved running radar and there is productivity that they have to meet under the terms of the grant.  We would like to reimburse the Police Department for the cost that is associated with this program and does require Council approval.

Councilwoman Perry states she was out walking this morning in the vicinity of Crown Avenue north on Pawtucket Avenue a car took a left hand turn which is prohibited from 7 - 9 A.M. so I decided to stand there a while.   Within ten minutes I watched 15 cars that proceeded to take that turn some right hand turns.  Also the speed limit is 25 miles per hour and these cars are flying down that street.

Councilman Cusack states in my area these cut thru streets in the morning are used by a lot of Massachusetts cars that come thru at high rates of speed.

Mayor Ramos states coming off of Henderson Bridge many cars are taking a left.

Mr. Brown asks if you have area that you would like us to look at please get the information to my office.

WASTEWATER TREATMENT PLANT – DESIGN, BUILD & OPERATE

Mr. Brown had hoped this item would be completed for discussion on tonight’s docket.  The committee met with the three vendors who were prequalified.  Based upon those discussions we made a preliminary recommendation for a vendor to do the DBO work.  Before I ask Council to make an award we’re checking back with some of the numbers that were submitted before we come in with the final recommendation so this will be on the next docket.

Councilman Cusack asks is this the consultant and Mr. Brown states this is the consultant who will manage the DBO process.

COUNCIL MEMBERS

CLARIFICATION ON RECYCLING (by Mayor Ramos)

Mayor Ramos states he’s been getting complaints and many seniors having problems.

Councilman Silva states I do support the program, but I’m worried about rodents and the neighborhoods becoming a mess. 

Mr. Brown states I think we did a great job in publicizing this and getting the word out.  I think there was a tremendous amount of disbelief and come the date we wouldn’t enforce it. We have some people who deliberately ignored the change of regulations and people who have simply forgot.  They put their trash and recyclables out and as was their habit they would take their recycle bins back in and then the trash collector didn’t pick it up.  We are making arrangements there is a receptacle at the Garage so people can take their trash there so it doesn’t have to sit in their yard for a week.  We are also working both at City Hall and the Garage making sure that people who want to replace or purchase green and blue bins are able to do so.  Over the past three weeks we have replaced or sold 3,080 blue bins and 2,760 green bins so people are getting the message and are at least trying to comply.  We know there will be some glitches the first month, after the first month or so we will get back to you with a report.  In terms of the seniors that is a problem for seniors living alone and don’t have family living near them I’m wondering if we can pair some of our  programs that involve young people with some service to seniors who might need some help.  The address of the Highway Garage is 60 Commercial Way.  We did get some favorable correspondence which didn’t outnumber the complaints, but it was good to know that some of the effort is appreciated.   Councilman Silva said people hate change, but this is good thing.  Mr. Brown said recycling doesn’t cost anything, it saves money, it brings us additional revenue and it’s something good for the environment. There will be a bin exchange Saturday, June 7^th at 9:00 A.M. – 12:00 NOON at Pierce Field.

Mayor Ramos asks about our Summer Clean Up.  Mr. Brown said the program is going to be in effect in June and July and there should be some public information about that.

Councilwoman Perry asks and receives unanimous consent to mention the works of a Police Officer.  There was an article in today’s paper about a Police Officer who saved a life from someone choking at Gregg’s restaurant.  The Fire Department was called and this Police Officer got there before the Fire Department did and performed the Heimlich maneuver and saved his life.  I would like to commend him and I think the City Council would agree that Officer Kyle Shibley should be congratulated for that.  Mayor Ramos said we could do that at the next meeting.

Councilman Silva asks and receives unanimous consent to announce the Portugal event.  I would like to invite the public and City Council this Friday, June 6^th at 1:00 P.M. here for the Ceremony of US Flag Day & Day of Portugal Celebrations and to come with an empty belly.  I’d like to thank the Committee for helping me and donating, and this also extends to the State Legislators come and join us and the public. 

COMMUNICATIONS

Thelma Dufresne, 2407 Pawtucket Avenue (02914) Requesting to address the Council regarding the continuance of the last Council meeting.

Mayor Ramos states before you begin the audience was never involved with the conversation you were having.  I’m sorry you felt that way.  Ms. Dufresne states she was offended.  She offered her thanks to the Police, but their hands are tied they can only do so much. She passed out pictures of her property.  Ms. Dufresne is still upset that the City is not able to help her with the vegetation on her property by a neighbor.

Mayor Ramos adjourns the meeting at 9:00 P.M. on a motion of Councilman Silva, seconded by Councilwoman Perry.
