The City Council meets in the Council Chambers on Tuesday, April 1, 2008 and Mayor Isadore S. Ramos calls the meeting to order at 7:30 P.M.
The invocation is read by Councilwoman Perry and the Salute to the Flag is led by Councilman Silva.

On motion of Councilwoman Perry, seconded by Councilman Silva, and on a roll call vote, it is unanimously voted approve.
CITY MANAGER’S REPORT
Disposition of Equipment to Seekonk Fire Department
Mr. Brown states the City of East Providence has replaced its SCBA self contained breathing apparatus by using Federal Funds. He says that there are about twelve to fifteen surplus units that the Fire Department would like to donate to Seekonk, which is a Mutual Aid Partner for the City of East Providence. He says that this equipment would be an upgrade to them and the equipment has no value on the open market.
On motion of Councilman Silva, seconded by Councilwoman Perry, and on a roll call vote, it is unanimously voted allow Mr. Brown to dispose of the property in the manner.

CLAIMS COMMITTEE (by William J. Conley, Jr. – City Solicitor)
Mr. Conley stated the claims and litigations report of April 1, 2008

On motion of Councilman Silva, seconded by Councilman DiTraglia, and on a roll call vote, it is unanimously voted accept report.
Spring Trash Removal (by Mayor Ramos)
Mayor Ramos suggests that the City have a spring cleanup, which would be a one-time pickup of furniture and appliances at no cost to the resident. Mr. Brown states that it will not include hazardous materials. The DEM arranges for drop-offs during the course of the year.
On motion of Councilwoman Perry, seconded by Councilman Silva, and on a roll call vote, it is unanimously voted approve.
Street Cleaning Spring & Fall (by Mayor Ramos)
Mayor Ramos states the Public Works Department has already put out a memo indicating the dates when certain roads will be cleaned.
Replying to an inquiry from Councilman Cusack, Mr. Brown states that Steve Mutter will be using some part-time help during the summer to take care of the weeds that grow along the curbs, sidewalks and traffic islands.
Councilman DiTraglia states the State does have a program to address complaints about traffic islands belonging to the State, but the problems is that there is only one truck for the whole State.
On motion of Councilman Silva, seconded by Councilman DiTraglia, and on a roll call vote, it is unanimously voted to accept report.
Councilwoman Perry asks and received unanimous consent to announce a joint meeting of the Council and School Committee on Monday, April 7, 2008 at 7:00 p.m. in City Hall. The purpose of the meeting is the presentation of the Roger Williams University report and discussion about the deficit reduction. Mr. Brown states that it will be a workshop, and will be held in the 3rd floor conference room, and will be open to the public, but the only participants will be the Council, School Committee and those presenting the report.
1. Virginia B. Nunes, City Clerk announced a Rabies Clinic at the Engustian Municipal Public Works Complex (Highway Garage) Sunday, April 6, 2008, 10AM-12PM.
2. Charles Mello, Jr., 596 Willett Avenue (02915) was sworn in by City Solicitor.
Mr. Mello speaks about the recent appointment of School Committee member Anthony Carcieri.
Mayor Ramos adjourns the meeting at 7:58 P.M. on a motion of Councilwoman Perry, seconded by Councilman DiTraglia.
