B. Resolution – Town of Westerly – Resolution requesting legislators to direct the RI Department of Health to provide for the expansion of efforts concerning the prevention, education, and the treatment and research activities relative to Lyme Disease and other tick-borne diseases.
C. Department of Environmental Management, Office of Water Resources Notice, File No. 05-089: Requesting a State of Rhode Island Water Quality Certification, Application of Richard E. Terrill, Project Location: 1 Waterman Avenue and Waterman Avenue, East Providence
On motion of Councilman Caine, seconded by Councilman Miranda, and on a roll call vote, it is unanimously voted to approve the Consent Calendar.
II. PROCLAMATIONS, PRESENTATIONS, INTRODUCTIONS
Chief Paquette discusses the recent incident that occurred at East Providence Senior High School on December 7th and commends the efforts of everyone involved during this incident. Citations are presented to East Providence Police Dept. School Resource Officer
Paul Rodrigues, East Providence Senior High School Principal Edward Daft, Vice Principal Glen Piros, Anthony Feola, and Albert Escobar.

IV. PUBLIC HEARINGS
ORDINANCES – FINAL PASSAGE (Given first passage December 20, 2005. Advertised-Providence Journal – December 23, 2005)
The following is an ordinance amendment regarding no parking on Grosvenor Avenue
SECTION I. Article X entitled “Stopping, Standing and Parking.” of Chapter 18 of the Revised Ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled “Vehicles and Traffic.” Subsection 18-307 entitled “Parking prohibited at all times.” is amended by adding thereto the following:
GROSVENOR AVENUE (north side) from Broadway intersection easterly for a distance of 165 feet. (Requested by: Director of Public Works)
On motion of Councilwoman Perry, seconded by Councilman Miranda, it is unanimously voted to dispense with the reading of the ordinance.
There is no one from the public wishing to be heard.
On motion of Councilman Miranda, seconded by Councilman Caine, and on a roll call vote, it is unanimously voted to approve for Final Passage.

B. COUNCIL MEMBERS
“Explanation of School Department Healthcare Buy Backs” (by Mayor Larisa)
Continue this matter to the January 17, 2006 Council Meeting.
C. INTRODUCTION OF ORDINANCES (If given first passage, can be referred to the next regular Council meeting to be held on January 17, 2006 for a public hearing and consideration of final passage).
The following is an ordinance amendment regarding Dept. of Information Technology
SECTION I. Division 1 entitled “Generally” of Article IV entitled “Officers and Employees” of Chapter 2 of the Revised Ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled “Administration” is amended by adding thereto the following:
Sec. 2-207. There is hereby created a Department of Information Technology, which shall be headed by the Director of Information Technology.
Sec. 2-208. Duties of the Director of Information Technology.
(a) The Director of the Department of Information Technology shall direct and supervise all of its administrative and technical activities. The director shall be appointed by the City Manager and shall be subject to removal by the City Manager.
(b) The Director shall have such additional duties as shall be established by the City Manager or provided for in this chapter.
(c) The further organization of the department shall be determined by the City Manager or may be provided for in this chapter.
On motion of Councilman Caine, seconded by Councilman Miranda, and on a roll call vote, it is unanimously voted to approve for First Passage.
C. COMMUNICATIONS
George Page, 31 Forest Avenue, is present and sworn in by the City Solicitor. He states he has met with Jerry Botelho of the US Postal Service and gives an update on snorkel boxes. Spoke to Mr. Botelho a few weeks ago and discussed locations where the snorkel boxes should be and he agreed so we should be getting some in the City. Also discussed the Riverside Post Office situation and he thought it was terrible. We went down and cars were backed up onto Willett Avenue and parked in Watson Funeral Home’s parking lot and there was just was a lot of turmoil there. Would like the City to find out for us when the lease expires at this property. Mayor Larisa suggests contacting the congressional delegation for their help on this matter. Send a copy of your letter to their Constituent’s Affairs Office and I’m sure they could help you out with this. The City Manager can provide you with the addresses of each of their offices.
