As prescribed by the Charter of the City of East Providence and the laws of the State of Rhode Island, the Council-Elect assembled in the Council Chamber at 6:00 P.M. on Friday, December 1, 2006.

The invocation is given by Reverend Scott Pontes of St. Francis Xavier Church.
The colors are posted by the Police and Fire Department Honor Guards.
Assistant Mayor Perry states this will be a little different than in previous years. The Council-at-Large race has still not been resolved so we will go forward with the inauguration of the qualified candidates and as soon as the Council-at-Large race is resolved, we will have another ceremony. She asks the Council-elect candidates to come forward to be sworn in by General Treasurer Paul Tavares. The oath of engagement is administered by General Treasurer Paul Tavares to the following Council-Elect candidates:
Robert E. Cusack, Councilman Ward 1;
Bryan P. Silva, Councilman Ward 2;
Valerie A. Perry, Councilwoman Ward 3;
Bruce DiTraglia, Councilman, Ward 4.
Assistant Mayor Perry announces that the meeting is now in session.
Motion is made and seconded and following a roll-call vote, it is unanimously voted to postpone the vote for Mayor at this time.
Assistant Mayor Perry makes note that this was decided on by the Council for the good and fairness of all the candidates to wait until the Council-at-Large race has been decided.

CITY SOLICITOR
The Assistant Mayor requests the nomination for the office of City Solicitor. Mr. Silva nominates William J. Conley, Jr. for the office of City Solicitor. Mr. DiTraglia seconds the nomination. There being no further nominations, the nominations are declared closed. Roll-call vote follows.
On a unanimous roll-call vote, Assistant Mayor Perry declares William J. Conley, Jr. appointed to the office of City Solicitor. The General Treasurer administers the oath of engagement to Mr. Conley.
ASSISTANT CITY SOLICITOR
The Assistant Mayor entertains a motion for the appointment of Assistant City Solicitor. Mr. Silva nominates Gregory S. Dias for the office of Assistant City Solicitor. Mr. DiTraglia seconds the nomination. Roll-call vote follows to adopt the following resolution:
RESOLVED, that Gregory S. Dias be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted.
ASSISTANT CITY SOLICITOR
The Assistant Mayor entertains a motion for the appointment of Assistant City Solicitor. Mr. DiTraglia nominates Timothy J. Chapman for the office of Assistant City Solicitor. Mr. Silva seconds the motion. Roll-call vote follows to adopt the following resolution:
RESOLVED, that Timothy J. Chapman be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted. General Treasurer Tavares administers the Oath of Engagement to Mr. Dias and Mr. Chapman.
JUDGE OF PROBATE
The Assistant Mayor entertains a motion for appointment of Probate Judge. Mr. Silva nominates Ralph DellaRosa for the office of Probate Judge. Mr. DiTraglia seconds the nomination. Roll call vote follows to adopt the following resolution:
RESOLVED, that Ralph DellaRosa be appointed Probate Judge to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted. General Treasurer administers the Oath of Engagement to Judge DellaRosa.
DEPUTY JUDGE OF PROBATE
The Assistant Mayor entertains a motion for appointment of Deputy Judge of Probate. Mr. Silva nominates Christine Engustian for the office of Deputy Probate Judge. Mr. DiTraglia seconds the nomination. Roll call vote follows to adopt the following resolution:
RESOLVED, that Christine Engustian be appointed Deputy Probate Judge to serve for a term of office concurrent with that of the Council and until her successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted. General Treasurer Tavares administers the Oath of Engagement to Judge Engustian.
MUNICIPAL COURT JUDGE
The Assistant Mayor entertains a motion for appointment of Municipal Court Judge. Mr. Silva nominates Michael Farley for the office of Municipal Court Judge. Mr. DiTraglia seconds the nomination. Roll-call vote follows to adopt the following resolution:
RESOLVED, that Michael J. Farley be appointed Municipal Court Judge to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted. General Treasurer Tavares administers the Oath of Engagement to Judge Farley.
CITY SERGEANT
The Assistant Mayor entertains a motion for the appointment of City Sergeant. Mr. Cusack nominates Joseph Connors for the office of City Sergeant. Mr. DiTraglia seconds the nomination. Roll-call vote follows to adopt the following resolution:
RESOLVED, that Joseph Connors be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Assistant Mayor Perry declares the above resolution adopted. General Treasurer Tavares administers the oath of engagement to Mr. Connors.
Assistant Mayor Perry states that any further appointments will be made at future Council meetings and our first official Council meeting will be on Tuesday, December 5th.
Assistant Mayor Perry declares the Council portion of the meeting finished and invites the School Committee to come forward for their organization. She asks all to remain seated until the School Committee has completed their meeting and invites everyone to attend the reception afterward at the East Providence Senior Center.
