The City Council meets in the Council Chamber on Monday, October 25, 2004, and is called to order at 8:15 P.M. by Mayor Rolland R. Grant.

The Invocation is led by Councilman Rogers.
The Salute to the Flag is led by Councilman Harrington
A special meeting of the City Council is being called to discuss the disposition of City owned land - Thompson School.
The mayor states that there will be two motions on this matter, one to accept the surplus property (Thompson School) and the actual deeding of this property.
Motion to accept surplus property by Mr. Miranda, seconded by Dr. Ramos.

Mr. Rogers recuses himself from the vote.
Motion passes 4 to 0.
The mayor states that we have officially accepted that surplus property given to us by the school Department.
Motion by Councilman Miranda, seconded by Dr. Ramos to sell the former Thompson School to the Wolf School for the sum of $700,000. (Councilman Miranda later adds to the motion that the amount received from the sale go toward the School Department deficit.)
The City Manager outlines the memorandum from the Wolf School stating the terms of the sale. It provides that the city can send one public school student to the Wolf School tuition free, as long as, the city meets admission criteria and there is room to accommodate such student. If there is no room then a credit is allowed for the next year. The Wolf School will also train up to two East Providence special education teachers as part of its= summer professional development program at no cost.
Dr. Ramos would like to add to the motion that the amount received from the sale go to the School Department deficit.
Councilman Miranda adds that to his motion.
Councilman Harrington thanks and congratulates the School Committee for sacrificing this piece of land in doing something for the betterment of our community.
The mayor notes that there is a motion on the floor and calls for a roll call vote.

Motion passes 4 to 0.
Mayor Grant editorializes by stating that every school committee person has stepped up to the plate and helped to pay for the deficit. The Mayor thanks them.
Mr. Miranda also thanks the School Committee.
Under the addendum from the Consent Calendar, Mr. Miranda makes a motion to issue to St. Francis Church a Class F license for November 6, 2004.
Motion to approve by Mr. Harrington, seconded by Dr. Ramos, it is unanimously voted to approve.
Motion to adjourn by Mr. Rogers, seconded by Mr. Miranda, it is unanimously voted to approve.
