CONSENT CALENDAR

On motion of Councilman Grant, seconded by Councilman Rogers, and on a roll call vote, it is unanimously voted to approve.
On motion of Councilman Grant, seconded by Councilman Midgley, it is unanimously voted to change the order of business.
RESOLUTIONS
ABANDONMENT OF SOUTH REVERE ST. FORMERLY KNOWN AS CHESTNUT ST.
WHEREAS, the City Council of the City of East Providence deemed it necessary to abandon South Revere Street formerly known as Chestnut Street from Warren Avenue northerly to I-195 Expressway, as shown on a recorded plat of land entitled “Anawan Plat East Providence belonging to Thomas Rich, E. Allen & Co. & others. Surveyed and drawn by R. Smith Mowry.” and on Tax Assessor’s Map 507, Block No. 12 & 13 dated December 31, 2001 situated in East Providence, County of Providence, State of Rhode Island.
WHEREAS, said petition, having been duly advertised and all interested parties duly notified in accordance with law, and after public hearing held on June 18, 2002.
It is hereby ORDERED, ADJUDGED, and DECREED that South Revere Street formerly known as Chestnut Street from Warren Avenue northerly to I-195 Expressway, as shown on a recorded plat of land entitled “Anawan Plat East Providence belonging to Thomas Rich, E. Allen & Co. & others. Surveyed and drawn by R. Smith Mowry.” and on Tax Assessor’s Map 507, Block No. 12 & 13 dated December 31, 2001 situated in East Providence, County of Providence, State of Rhode Island, as hereinabove described, be and is hereby abandoned as a public highway by reason of the fact that South Revere Street formerly known as Chestnut Street from Warren Avenue northerly to I-195 Expressway, as shown on a recorded plat of land entitled “Anawan Plat East Providence belonging to Thomas Rich, E. Allen & Co. & others. Surveyed and drawn by R. Smith Mowry.” and on Tax Assessor’s Map 507, Block No. 12 & 13 dated December 31, 2001 situated in East Providence, County of Providence, State of Rhode Island, as hereinabove described has ceased to become useful to the public.
It is further ORDERED, ADJUDGED, and DECREED that after due appraisal, it is determined that there is no damage sustained by the abutting property owners by reason of said abandonment, and, therefore, no award of damages shall be made; and
It is further ORDERED, ADJUDGED, and DECREED that the Director of Public Works be directed to cause signs to be placed at each end of said abandoned highway as hereinabove described, having thereon the words “Not a Public Highway”; and
It is further ORDERED, ADJUDGED, and DECREED that after entry of this decree the City Clerk shall cause notice thereof to be posted in a newspaper published in Providence County, and that further and personal notice be served by the City Sergeant upon every owner of land abutting upon said South Revere Street as hereinabove described who is known to reside within this state.
RESOLUTION NO. 37
On motion of Councilman Miranda, seconded by Councilman Grant, it is unanimously voted to dispense with the reading of the Resolution.
Mr. Conley explains that the Council approved the abandonment at the last meeting, and this is the Resolution that will enact the abandonment. He also asks that the Council waive the requirement to post a sign “This is Not a Public Highway.”
There is no one from the public wishing to be heard.
On motion of Councilman Miranda, seconded by Councilman Grant, and on a roll call vote, it is unanimously voted to approve as amended.
Councilman Rogers announces that the groundbreaking for Freedom Green will be held next Tuesday, July 9, 2002 at 10:00 a.m. at Centre Street and North Broadway.
CITY MANAGER
Potential Waterfront development at Ocean State Steel
Discussion and vote to authorize the submission of the Brownfields Economic Development Initiative (BEDI) and Section 108 Loan Guarantee Program applications to the U.S. Department of Housing and Urban Development.
Mr. Lemont states that this is not a public hearing, but rather an informational presentation, and the only vote tonight is if the City should proceed to apply for a Brownfield grant. He reviews how the project came about. He states that the subject property had been the site of numerous parcels on the waterfront that were used for heavy metal or petroleum purposes, including Washburn Wire and Ocean State Steel. Senator Chaffee’s legislation on brownfields made the development of these parcels possible.
The proposed development will be of mixed use, including condominums, commercial space and retail. It will increase the tax base by 12 2 %, for an additional $4,400,000 in Annual Tax Revenue, which will allow the City to do things that have not been economically possible up to now. He further states that this will be an opportunity to turn East Providence around.
Mr. Lemont proceeds to give a power point presentation on the project.
Planning Director Jeanne Boyle, and Planner Nancy Remington, explain the process of the BEDI grant.
Following the presentation, the Council commend the City Staff for the work they have done on getting this project going.
Councilman Rogers says that there will be multiple community meetings for the Rumford residents relating to traffic concerns, etc.
On motion of Councilman Grant, seconded by all, and on a roll call vote, it is unanimously voted to authorize the submission of the Brownfields Economic Development Initiative and Section 108 Loan Guarantee Program applications.
