The City Council meets in the Council Chamber on Monday, July 2, 2001 and is called to order at 6:00 P.M. by Mayor Joseph S. Larisa, Jr.

The Invocation is given by Mayor Joseph S. Larisa, Jr. Salute to the Flag is led by Councilman Peter F. Midgley.
On motion of Mr. Miranda, seconded by Mr. Grant, it is unanimously voted to place the addendum first on the docket.
East Buffett, Inc., DBA: East Buffett, 52 Narragansett Park Drive, East Providence, RI
On motion of Mr. Miranda, seconded by Mr. Rogers and on a roll call vote, it is unanimously voted to approve, subject to approval from the Department of Health.
The City Manager holds a discussion regarding how the construction will be financed. The bid opening was last week. There were four bidders that qualified and the lowest bidder was DePasquale Building with a bid of $2,445,000.00. The City Manager recommends awarding the contract to DePasquale Building.
On motion of Councilman Rogers, seconded by Councilman Miranda & Councilman Grant, and on a roll call vote, it is unanimously voted to utilize the Rescue Reserve Fund to pay for the award of contract for the new fire station in Rumford.
On motion of Mr. Rogers, seconded by Councilman Grant, and on a roll call vote, it is unanimously voted to award the contract to build the new fire station to DePasquale Building.
(The following Ordinance establishes a reserve fund account which will provide funds in the event of an emergency or an unanticipated deficit)
AN ORDINANCE IN AMENDMENT OF CHAPTER 2 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "ADMINISTRATION.", which is amended by adding: ARTICLE VII. Finance - Sec 2-282. "Rainy Day" Reserve Fund. (a) There is hereby created within the General Fund a Reserve Fund account This account may be funded by majority vote of the City Council at such times and from such revenues as the City Council may deem appropriate. (b) Funds in the Reserve Fund account may be appropriated only in the event of an emergency involving the health, safety or welfare of the citizens of the City of East Providence or in the event of an unanticipated deficit in any given fiscal year, such appropriations must be approved by four members of the East Providence City Council.
Motion is made by Councilman Midgley, seconded by Councilman Rogers for discussion of this ordinance. This ordinance will be heard at the August 14, 2001 Council meeting for final passage.
Motion to approve for First Passage is made by Mr. Midgley seconded by Mr. Miranda. Roll call vote follows:
