On motion of Mr. Midgley, seconded by Mr. Miranda, and on a roll call vote, it is unanimously voted to remove the minutes of the February 6, 2001 Closed Session from the Consent Calendar and to approve as amended. Mr. Grant and Mr. Rogers are recorded as absent for the vote.
On motion of Mr. Miranda, seconded by Mr. Midgley, and on a roll call vote, it is unanimously voted to approve the minutes of the February 6, 2001 Closed Session and to keep them closed. Mr. Grant and Mr. Rogers are recorded as absent for the vote.
With no objection from the Council, the order of business is changed to allow the Mayor to give his State of the City Address after Mr. Rogers' arrival.

On motion of Mr. Midgley, seconded by Mr. Miranda, it is unanimously voted to approve, subject to approvals from the Police Chief, Building Inspector, and Health Inspector.
Mr. Grant and Mr. Rogers are recorded as absent for the vote.
CITY MANAGER
City Manager's Report
Mr. Lemont reports on the proposed Fire Station and shows a model of what it will look like. Mayor Larisa asks if it will come within the budget, and Mr. Lemont responds that rising costs will probably necessitate more funding.
Mr. Rogers congratulates the Fire Chief and the Committee members for their input in the project.
Update Consent Agreement re: Sanitary Sewer Projects
Public Works Director Julia Forgue reviews the various projects to resolve a Notice of Violation from RIDEM, which required corrective actions to the sanitary sewer infrastructure. She explains that the unbudgeted cost of $1 million for the Watchemoket Pumping Station is due to several breaks in the lines.
Mr. Lemont speaks about federal funding, and Mayor Larisa mentions interest free loans that are available from the State.
Mayor Larisa's State of the City Address
Mayor Larisa gives his Annual State of the City address, speaking about the past year's accomplishments and plans for the future (complete text in Council File).
The following ordinance provides an alternative penalty other than fines and costs for those who violate city ordinances.
AN ORDINANCE IN AMENDMENT OF CHAPTER 2 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "ADMINISTRATION"., which amends Sec. 2-277 entitled "Fines; penalties; imprisonment." by adding thereto the following:
(c) The municipal court may impose the requirement of voluntary community restitution in for a city agency in lieu of and/or in addition to fines, costs or both for not more than (10) days for any offense.

Letter from Dan Dover SBA, Inc., 175 Cabot St., Lowell, Massachusetts, regarding placing a telecommunications tower on City property.
On motion of Mr. Miranda, seconded by Mr. Midgley, it is unanimously voted to refer to the Planning Board. Mr. Grant is recorded as absent for the vote.
