Written Policy Re: Euthanasia at City Pound
Mayor Larisa speaks about the euthanasia policy at the City Pound and says that it needs to be clarified. He goes on to say that if animals are unadoptable, they will not be put to sleep unless there is an overcrowding situation. He also states that if anyone is denied the right to adopt, they should contact the Police Department, and that the only time they have to pay a fee is when they have to pay for an actual medical expense, that there are no other fees .
Chief Dias speaks about the policy that is presently in place. He says he needs to have the discretion to allow for 15 days rather than 30 days when the situation warrants.
Mr. Grant speaks and says the Chief should be left to oversee the policy. Mr. Miranda and Mr. Midgley agree.
After a lengthy discussion, it is decided that while the Euthanasia policy needs to be made clearer, the Chief will oversee the operation of the pound.

1. Bump in road at Warren Avenue and Skycrest Avenue
Mr. Grant reports that D.O.T. has announced that they will have the bump fixed by mid-August to early September.
2. Petition for Stop Sign at Chedell Avenue and Burroughs Street.
Mr. Grant asks the City Manager to have the Public Works Director check this corner to determine if a stop sign is needed. He asks that she report back at the next Council meeting.
3. Portable Signs
Mr. Grant states that he received calls from several Churches about the ruling that they cannot have portable signs. He states that the Schools are allowed to have them, and the churches should also be allowed. He asks the City Manager to look into the matter.

A Reading
Mr. Midgley reads a letter from a concerned resident who wrote to him about some local boys vandalizing the back yards of her and some of her neighbors. He says he is bringing this matter up to bring it to the public's attention and to make people aware that they should report any incidents they witness to the police as soon as possible.

1. AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "PERSONNEL" which amends Subsection (e) of Sec. 11-236 entitled "Requirements for service retirement." to read as follows:
(e) Effective July 1, 2000, those members who retired from service between 1962 and 1984 shall receive an increase of $900.00 per member per year except in the case of a widowed member whose increase shall be $600.00 per year, and those members who are receiving an annual cost of living adjustment. Effective July 1, 2000, those members who retired from service prior to 1962 or their surviving widow shall receive an increase of $600.00 per member per year.

FOREST AVENUE (northbound traffic) at Circuit Drive.

3. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC", which amends Sec. 18-269 entitled "Stop and yield intersections designated; when stops required." is amended by adding thereto the following:
THATCHER STREET (eastbound and westbound traffic) at Brayton Avenue.

4. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC" , which amends Sec. 18-315 entitled "Same Handicapped parking" to read as follows:
(A) It shall be unlawful for the operator of any vehicle to stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers, within the following areas designated as handicapped parking areas:
Agnes Street (south side), in front of house number 115, from a point 187 feet west of the North County Street intersection westerly 27 feet.
Arcadia Avenue (south side), in front of house number 22, from a point 320 feet east of Campbell Avenue-Arcadia Avenue intersection easterly for a distance of 35 feet.
East Providence Police Station as shown on the plan, entitled "Handicap Parking Layout, East Providence Police Station, 750 Waterman Ave., East Providence, R.I., scale: 1" = 20'," on file in the office of the city clerk.
Maple Avenue (north side) in front of house number 105, from a point 57 feet east of the Villa Street intersection easterly 25 feet.
Orchard Street (north side), in front of house number 92, from a point 600 feet east of Purchase Street, easterly for a distance of 30 feet.

Disability Parking Space shall be designated and identified by the posting of signs above ground level incorporating the international symbol of access of white and blue, and the words "Handicapped Parking", "Disability Parking, "Disabled Parking" or Reserved Parking".
