Organizational Meeting of the City Council
Monday,
As prescribed by the Charter of the City of East Providence and the laws of the State of Rhode Island, the Council-elect and School Committee-elect assembled in the Council Chamber at 6:00 P. M. on Monday, December 4, 2000.

Other dignitaries in attendance include, Governor Lincoln C. Almond Senate Majority Leader William V. Irons, Mayor Scott Avedesian, Mayor of Warwick, and Mayor William Macera, Mayor of Johnston.
The invocation is given by the Reverend John E. Unsworth, Pastor of St. Brendan's Church.
The colors are posted by the East Providence Police Department Honor Guard.
The National Anthem is performed by members of the East Providence High School Band.
Governor Almond and Senator Irons address the assembly.
Governor Almond administers the oath of engagement to the following Council-elect:

MAYOR
Following a musical selection by the High School Band, the City Clerk declares the City Council meeting in session and calls for the nominations for the office of Mayor.
Mr. Midgley nominates Joseph S. Larisa, Jr. for the office of Mayor. Mr. Miranda seconds the nomination. There being no further nominations, the nominations are declared closed. Roll-call vote is taken for the election of Joseph S. Larisa, Jr. to the office of Mayor.
By a unanimous vote, Joseph S. Larisa, Jr. is elected Mayor. Governor Lincoln J. Almond administers the oath of office to Mr. Larisa. Following his remarks, Mayor Larisa is presented with the gavel and he assumes the Chair.
ASSISTANT MAYOR
Mr. Grant nominates Peter F. Midgley for the office of Assistant Mayor. Mir. Miranda seconds the nomination. There being no further nominations, the nominations are declared closed. Roll-call vote is taken for the election of Peter F. Midgley to the office of Assistant Mayor.
By a unanimous vote, Mayor Larisa declares Peter F. Midgley elected to the office of Assistant Mayor. Mayor Larisa administers the oath of engagement to Mr. Midgley.
CITY CLERK
Mr. Miranda nominates Valerie A. Perry for the office of City Clerk. Mr. Midgley seconds the nomination. There being no further nominations, the nominations are declared closed.
On a unanimous roll call vote, Mayor Larisa declares Valerie A. Perry elected to the office of City Clerk and administers the oath of engagement.
CITY SOLICITOR
Mr. Grant nominates William J. Conley, Jr. for the office of City Solicitor. Mr. Miranda seconds the nomination. There being no further nominations, the nominations are declared closed.
On a unanimous roll call vote, Mayor Larisa declares William J. Conley, Jr., elected to the office of City Solicitor, and the City Clerk administers the oath of engagement.
ASSISTANT CITY SOLICITOR
On motion of Mr. Miranda, seconded by Mr. Grant, and on a roll call vote, it is unanimously voted to appoint Gregory S. Dias to the office of Assistant City Solicitor and to approve the following resolution:
RESOLVED, that Gregory S. Dias be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Mr. Dias.
ASSISTANT CITY SOLICITOR
On motion of Mr. Rogers, seconded by Mr. Miranda, and on a roll call vote, it is unanimously voted to appoint Timothy J. Chapman to the office of Assistant City Solicitor and to approve the following Resolution:
RESOLVED, that Timothy J. Chapman be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Mr. Chapman.
PROBATE JUDGE
On motion of Mr. Grant, seconded by Mr. Miranda, and on a roll call vote, it is unanimously voted to appoint Ralph T. Della Rosa to the office of Probate Judge and to approve the following Resolution:
RESOLVED, that Ralph T. Della Rosa be appointed Probate Judge to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Judge Della Rosa..
DEPUTY PROBATE JUDGE
On motion of Mr. Rogers, seconded by Mr. Grant, and on a roll call vote, it is unanimously voted to appoint Christine J. Engustian to the office of Deputy Probate Judge and to approve the following Resolution:
RESOLVED, that Christine J. Engustian be appointed Deputy Probate Judge to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Judge Engustian.
MUNICIPAL COURT JUDGE
On motion of Mr. Miranda, seconded by Mr. Grant, and on a roll call vote, it is unanimously voted to appoint Michael J. Farley to the office of Municipal Court Judge and to approve the following Resolution:
RESOLVED, that Michael J. Farley be appointed Municipal Court Judge to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Judge Farley.
CITY SERGEANT
On motion of Mr. Rogers, seconded by Mr. Miranda, and on a roll call vote, it is unanimously voted to appoint Joseph Connors to the office of City Sergeant and to approve the following Resolution:
RESOLVED, that Joseph Connors be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
The City Clerk administers the oath of engagement to Mr. Connors.
On motion of Mr. Midgley, seconded by Mr. Miranda, it is unanimously voted to approve the appointment of Theodore S. Sullivan - 51 Meadowcrest Drive, as Sealer of Weights and Measures.
On motion of Mr. Grant, seconded by Mr. Rogers, it is unanimously voted to approve the appointment of June O'Hara -1354 So. Broadway as Municipal Court Administrator
On motion of Mr. Miranda, seconded by Mr. Grant, it is unanimously voted to approve the appointment of Odilia Amaral - 40 Abbott Street, as Municipal Court Clerk Teller.
On motion of Mr. Miranda, seconded by Mr. Grant, it is unanimously voted to approve the appointment of Joan Kazarian - 21 Woburw Road, as Municipal Court Teller.
On motion of Mr. Miranda, seconded by Mr. Grant, it is unanimously voted to approve the appointment of William Andre -162 Bentley Street, as Municipal Court Officer.
1. Proposed settlement of Providence Water Supply Board request for rate increase before the R.I. Public Utilities Commission
On motion of Mr. Miranda, seconded by Mr. Grant, and on a roll call vote, it is unanimously approved, with the provision that the matter be brought back before the Council at the next meeting for explanation to the taxpayer.
2. Approval of Pre-qualification of contractors for the collection of Municipal and School Department solid waste and recyclables.
On motion of Mr. Miranda, seconded by Mr. Grant, and on a roll call vote, it is unanimously voted to approve.
The City Council meeting recesses for the School Committee organization. Helio Melo is elected Chairman of the School Committee.
Following the School Committee organization, the meeting adjourns the meeting at 7:12 p. m.
