John Vincent, 3663 Pawtucket Avenue, East Providence, Rhode Island, President of the Harborview Tenants' Association, is present and sworn. Mr. Vincent states that the Association is opening a convenience store.
Mr. Conley determines that Mr. Vincent does not need a victualling license for the store, because there will be no food consumed on the premises. The City Clerk will prepare a letter for Mr. Vincent reflecting that ruling.

AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1998, AS AMENDED, ENTITLED "PERSONNEL.", which amends SECTION I. In accordance with Sec 11-111 entitled "Adoption.", of Chapter 11 of the Revised Ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled "Personnel.", the attached pay plans designated as Exhibits A,B,C,D,E,G,F1 and F2 are hereby adopted as the official pay plans for the United Steelworkers of America Local 15509A; United Steelworkers of America Local 15509; International Association of Firefighters, Local 850 (AFL-CIO); International Brotherhood of Police Officers Local Number 569; Professional Managerial and Exhibits F1 and F2 are hereby adopted as official pay plans for non-classified full-time and/or part-time employees (i.e. seasonal and temporary) and unclassified employees respectively; and said exhibits shall be placed on file in the City Clerk's Office.

NETCO Contract - Request for 5 year agreement
Mr. Larisa questions Public Works Director Julia Forgue about the cost of the contract. He suggests a shorter term because no one knows what the price will be in the future. Mr. Conley is asked to check into what options are available. Mr. Larisa asks that the City Manager prepare a memo on the rationale between the two options.
On motion of Mr. Larisa, seconded by Mr. Midgley, it is unanimously VOTED to defer the matter to the next meeting.

Executive Session – Negotiations
On motion of Mr. Midgley, seconded by Mr. Miranda, it is unanimously VOTED to defer the matter to the next meeting.
Mr. Conley reports that through the efforts of the Ancient Little Neck Cemetery Commission, they have secured from New England Power a pilot project for solar lights at the cemetery, which will be no cost to the City. He says that acceptance is needed from the Council to participate in this project, which will be referred to the Planning Board.
Mike Znosko, Chairman of the Ancient Little Neck Cemetery Commission, addresses the Council and explains the project.
On motion of Mr. Midgley, seconded by Mr. Larisa, it is unanimously VOTED to approve participation and refer the matter to the Planning Board.

Council Appointees Job Performance and Review

1) Fleets
Mr. Midgley says this item regards the fleet of City Vehicles, and asks that the item be deferred until the next meeting. He asks that the City Manager prepare a memo on the status of the vehicles.
2) Commercial Vehicles parking on City Streets (i.e. State roads) and how best to regulate
Mr. Midgley speaks about commercial vehicles parking on city streets, especially on Bullocks Point Avenue from Riverside Square to the commercial area. He asks if a time limit on the parking could be enforced. At the request of Mr. Midgley, the item is referred to the City Solicitor.
3) Unsafe at Any Speed
Mr. Midgley speaks on the condition of Pawtucket Avenue where the water line was put in, and says it is in deplorable condition. He says he wants to make it known that the people in Riverside and the residents who travel that road are not happy with the condition. Mayor Grant says he will send letters.

Article X entitled "Stopping, Standing and Parking." Subsec 18-307 entitled "Parking prohibited at all times.", adding thereto the following: MOORLAND AVENUE (west side), from RICE AVENUE northerly for a distance of 102 feet along the curvature of the corner.

Father Peter DiTulliuo, Pastor, Sacred Heart Church Requesting to address the Council re: Sacred Heart Gym Chimes
Attorney Robert Brady, 1 Grove Avenue, East Providence, Rhode Island, representing Fr. DiTulliuo, addresses the Council, regarding the Sacred Heart Chimes. After some discussion, Mayor Grant asks Mr. Miranda and Mr. Larisa to meet with Father Peter and some neighbors to try to resolve the issue.
UNANIMOUS CONSENT
Mayor Grant receives Unanimous Consent to inquire about the School for Traffic Control Personnel. Chief Dias states that one school has been conducted, and plans are being made for another class. The City Clerk will provide the Council with a list.
