JOURNAL OF REGULAR COUNCIL MEETING
TUESDAY,
As prescribed by the Charter of the City of East Providence and the laws of the State of Rhode Island, the Councilmen-elect assembled in the Council Chamber at 6:00 P.M. on Tuesday, December 1, 1998.

The colors are posted by the Police Department Honor Guard.
The National Anthem is performed by Carminda Rocha and Christine Lowell, members of the East Providence Senior High School Meistersingers.
The invocation is given by Reverend Thomas L. Keenan, Pastor of St. Margaret's Church.
The City Clerk declares the City Council meeting in session and administers the oath of engagement to the following Councilmen-elect:
Patrick A. Rogers, Councilman Ward 1;
Norman J. Miranda, Councilman Ward 2;
Rolland R. Grant, Councilman Ward 3;
Peter F. Midgley, Councilman, Ward 4;
Joseph S. Larisa, Jr., Councilman-at-large.
The City Clerk calls for the nominations for the office of Mayor. Mr. Midgley nominates Joseph S. Larisa Jr. for the office of Mayor. Mr. Miranda seconds the nomination. There being no further nominations, the nominations are declared closed. Roll-call vote is taken for the election of Joseph S. Larisa, Jr. to the office of Mayor.

By a vote of 5-0, Joseph S. Larisa, Jr. is elected Mayor. Governor Lincoln J. Almond administers the oath of office to Mr. Larisa. Following his remarks, Mayor Larisa is presented with the gavel and he assumes the Chair.
ASSISTANT MAYOR
Mr. Grant nominates Peter F. Midgley for the office of Assistant Mayor. Mr. Miranda seconds the nomination. There being no further nominations, the nominations are declared closed. Roll call vote follows:
On a unanimous roll-call vote, Mayor Larisa declares Peter F. Midgley elected to the office of Assistant Mayor. Mayor Larisa administers the oath of engagement to Mr. Midgley.
CITY CLERK
Mr. Miranda nominates Valerie A. Perry for the office of City Clerk. Mr. Midgley seconds the nomination. There being no further nominations, the nominations are declared closed. Roll-call vote follows:
On a unanimous roll-call vote, Mayor Larisa declares Valerie A. Perry appointed to the office of City Clerk and administers the oath of engagement.
CITY SOLICITOR
Mr. Grant nominates William J. Conley, Jr. for the office of City Solicitor. Mr. Midgley seconds the nomination. There being no further nominations, the nominations are declared closed. Roll call vote follows:
On a unanimous roll-call vote, Mayor Larisa declares William J. Conley, Jr. appointed to the office of City Solicitor, and the City Clerk administers the oath of engagement.
ASSISTANT CITY SOLICITOR
Mr. Miranda nominates Gregory S. Dias for the office of Assistant City Solicitor. Mr. Grant seconds the nomination. Roll-call vote follows to adopt the following Resolution:
RESOLVED, that Gregory S. Dias be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified
On a unanimous roll-call vote, Mayor Larisa declares the above resolution adopted.
ASSISTANT CITY SOLICITOR
Mr. Midgley nominates Timothy J. Chapman for the office of Assistant City Solicitor. Mr. Rogers seconds the motion. Roll call vote follows to adopt the following ORDINANCEresolution:
RESOLVED, that Timothy J. Chapman be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Mayor Larisa declares the above resolution adopted.
The City Clerk administers the Oath of Engagement to Mr. Dias and Mr. Chapman.
JUDICIAL APPOINTMENTS
Mr. Rogers speaks on revising the process of appointing the Probate Court and Municipal Court Judges. He proposes soliciting resumes from interested parties to open the selection process to a number of people.
After some discussion, Mr. Rogers moves to direct the City Clerk to immediately begin advertising for both positions, specifically soliciting resumes for each of the positions, and that the process remain open until December 31st; and at the conclusion of the process, the candidates be interviewed at the January 5, 1999 Council meeting, with the Council selecting the candidates shortly thereafter.
Mr. Midgley seconds the motion.
The motion carries on a unanimous roll call vote.
CITY SERGEANT
Mr. Rogers nominated Joseph Connors for the office of City Sergeant. Mr. Miranda seconds the nomination. Roll call vote follows to adopt the following resolution:
RESOLVED, that Joseph Connors be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.
On a unanimous roll-call vote, Mayor Larisa declares the above resolution adopted. The City Clerk administers the oath of engagement to Mr. Connors.
SEALER OF WEIGHTS AND MEASURES
Motion is made by Mr. Midgley, seconded by Mr. Grant, to appoint Theodore S. Sullivan, 51 Meadowcrest Drive, East Providence, RI 02915 Sealer of Weights and Measures.
On a unanimous roll-call vote, Mayor Larisa declares Theodore S. Sullivan appointed to the office of Sealer of Weights and Measures and the City Clerk administers the oath of engagement.
Council Meeting Dates for 1999
Motion is made by Mr. Rogers, seconded by Mr. Miranda, that the City Council meet at 8:00 o'clock P.M. in the Council Chamber, City Hall on Tuesday, December 15, 1998, and thereafter on the following dates in 1999:
January 5 and 19 July 13
February 2 and 16 August 10
March 2 and 16 September 7 and 21
April 6 and 20 October 5 and 19
May 4 and 18 November 2 and 16
June 1 and 15 December 7 and 21
Motion passes on a unanimous vote.
The City Clerk administers the Oath of Engagement to the School Committee-elect:

Edna M. Snow
The City Council meeting recesses for the School Committee organization.
Following the School Committee meeting, the meeting adjourns at 7:00 P.M.
