AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "PERSONNEL, PENSIONS AND RETIREMENT.", which amends Sec I. Sec 11-111 entitled "Adoption.", Pay Plans designated as Exhibits A,B,C,D,E,G,F1 and F2 are hereby adopted as the official pay plans for the United Steelworkers of America Local 15509A; United Steelworkers of America Local 15509; International Association of Firefighters, Local 850 (AFL-CIO); International Brotherhood of Police Officers Local Number 569; Professional, Managerial, and Technical Employees Association; and East Providence Department Heads and Exhibits F1 and F2 are hereby adopted as official pay plans for non-classified full-time and/or part-time employees (i.e. seasonal and temporary) and unclassified employees respectively; and said exhibits shall be placed on file in the City Clerk's Office. AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends: Sec I. Article IX entitled "Stop Intersections.", Subsec 18-269 entitled "Stop and yield intersections designated: when stops required.", adding: Windhurst Ave (Southbound traffic), at Grassmere Ave. ORDINANCE NO. 462
Petition for Leasehold Interest in a portion of a Paper Street, designated Seekonk Avenue by Tallman Leasing, LLC and Ferreira's Concrete Forms Inc.
On motion of Mr. Larisa, seconded by Mr. Lynch, it is unanimously VOTED to refer the petition to the Planning Board.
Council approval requested to award a contract for an automated badge system time clock as required by the City's Highway Department (See J. Andrews' memo dated 10-22-97)
Finance Director, James McDonald, addresses the Council regarding the bid, and explains why the recommendation is to go with Kronos Inc. of Waltham, Massachusetts, which came in with a bid of $1700 more than the low responsive bidder, Simplex Time Recorder Co. Julia Forgue, Public Works Director, and Stephen Durfee, Acting Highway Superintendent, explain the differences in the two bids and why Kronos is the better system for their needs.
Motion to approve the contract with Kronos Inc. is made by Mr. Larisa, seconded by Mr. Lynch, and VOTED as follows:

On motion of Mr. Larisa, seconded by Mr. Lynch, it is unanimously VOTED to go into Executive Session at the end of the meeting to discuss negotiations.
William J. Conley, Jr., City Solicitor, requests that the City Council meeting minutes of the July 15, 1997 Closed Session be approved as Open Minutes at this time. On motion of Mr. Larisa, seconded by Mr. Lynch, and on a unanimous roll call vote, it is VOTED to approve the minutes as Open Minutes.
Addendum - Mr. Miranda speaks on his trip to Ribeira Grande and he makes a presentation to Mayor Grant from the Mayor of Ribeira Grande, Mayor Antonio Pedro Costa.
Mr. Lynch commends Lt. Norman Miranda for the letter he sent to the President of the Sister Cities Program explaining the D.A.R.E. program.
Addendum - Mr. Miranda reports that the Charity Ball will be held on February 7, 1998 at the H.G.B.B. on Phillips Street. Valerie Perry, Charity Ball Co-Chair reports that the Committee is in the planning stages of the next Charity Ball and asks that letters be sent with suggestions for charities.
Addendum - The City Clerk reports on the status of the provisional license for Clockwork Deli. After discussion, motion is made by Mr. Lynch, seconded by Mr. Larisa, to refer the matter to the City Manager, who will give a report at the next meeting. Mr. Midgley states that all license holders that are not in compliance should be notified, and Mr. Larisa adds that the City Manager should be given a copy of the notice of all minor violations. The motion passes unanimously.
On motion by Mr. Larisa, seconded by Mr. Lynch, and on a unanimous roll call vote, it is VOTED to accept the report as presented.
On motion of Mr. Lynch, seconded by Mr. Midgley, it is unanimously VOTED to approve Mr. Midgley's appointment of William A. Feeney, 30 Harvard Street, to the Juvenile Hearing Board.
Mr. Lynch receives Unanimous Consent. On motion of Mr. Lynch, seconded by Mr. Midgley, it is unanimously VOTED to appoint Barbara Pagano, 240 Wilson Avenue, to the Library Board of Trustees, to fill the unexpired term of Wilfrid Gates, who has resigned.
On motion of Mr. Lynch, seconded by Mr. Larisa, it is unanimously VOTED to send a letter to Wilfrid Gates thanking him for his many years of service as a member of the Library Board of Trustees.
On motion of Mr. Larisa, seconded by Mr. Midgley, and on a unanimous roll call vote, it is VOTED to go into Executive Session to discuss negotiations at 8:50 p.m.
The Open Meeting resumes at 9:16 p.m. and is adjourned at 9:16 p.m.
