The City Council meets in the Council Chamber on Tuesday, June 17, 1997, and is called to order by Mayor Rolland R. Grant at 8:00 p.m.

TO APPROVE THE CONSENT CALENDAR
Motion to remove Closed Session of June 3, 1997 from the Consent Calendar and to keep closed made by Mr. Lynch and seconded by Mr. Miranda. Motion passes unanimously on a roll call vote.
Motion to approve the Consent Calendar as amended made by Mr. Lynch, seconded by Mr. Miranda, and unanimously voted on a roll call vote.

Girl Scouts Amanda Macomber and Stephanie Santos are recognized for receiving the Gold Award, the highest rank in Girl Scouting.
The following Girl Scouts are recognized for receiving the Silver Award, the second highest rank in Girl Scouting: Rochonda Ives, Christine Lowell, Melissa Perry, and Michelle Perry of Troop 117; Meagan Orris, Amy Amerantes, Eliza Holtzman, Laurie Bone, and Andrea Salvo of Troop 353.
Joseph Silveira, Chairman of the East Providence Housing Authority, presents a check in the amount of $68,406.28 for payment in lieu of taxes
Motion is made by Mr. Miranda, seconded by Mr. Lynch, to change the order of business to hear the reception of petitions for block parties next. Motion passes 4-0.
Mr. Miranda receives Council Consent to add a petition for a block party on Vine Street.
Bernadette Callahan, 36 Maple Avenue, Riverside, Rhode Island is present and sworn. She asks permission to block off Pine Street from the corner of Maple Avenue to the corner of Oak Avenue on July 4, 1997 for a Block Party. Motion to approve is made by Mr. Lynch and seconded by Mr. Midgley. Motion passes 4-0.
Lewis Armistead, 65 Terrace Avenue, Riverside, Rhode Island is present and sworn. He asks permission to block off Terrace Avenue north to the intersection of Myrtle Avenue on July 3, 1997 from 7 to 11 p.m. for a Block Party. He presents a petition with names of neighbors who approve the request. There being no objectors, a motion to approve is made by Mr. Lynch and seconded by Mr. Miranda. Motion passes 4-0.
Mary Ann Silva, 126 Vine Street, East Providence, Rhode Island is present and sworn.
Ms. Silva requests permission to block off the bottom end of Vine Street on June 29, 1997, from 2 to 6 p.m., with a rain date of July 6, 1997, to celebrate Rachel Pina's trip to Jamaica for a mission with her youth group at Church. Motion is made by Mr. Miranda and seconded by Mr. Lynch to give approve, subject to approvals from the Chief of Police and the Fire Chief. Motion passes 4-0.
Mr. Lynch asks for Unanimous Consent to discuss this subject. He makes a motion to authorize the City Manager to approve these requests so the people do not have to come before the City Council. Mr. Miranda seconds the motion. Mayor Grant says he would like a friendly amendment that the City Manager would advise the Council responsible for these requests, and Mr. Lynch and Mr. Miranda agree. Mr. Midgley asks for a point of order. He says Mr. Lynch asked for Council Consent and no vote was taken. A vote is taken on giving Mr. Lynch Council Consent:

Council Consent is not given to Mr. Lynch.
Motion is made by Mr. Miranda and seconded by Mr. Lynch to revert back to the regular order of business. Motion passes unanimously on a roll call vote.

Motion to approve is made by Mr. Miranda and seconded by Mr. Midgley. Motion passes 4-0.

The applicant is not present, but Mr. Miranda says this Feast is held each year. The Clerk's office will notify the applicant to contact Lt. Miranda at the Police Department.
Motion to approve the license is made by Mr. Miranda and seconded by Mr. Lynch. Motion passes 4-0.

Motion to approve, subject to approvals from the Chief of Police, Building Inspector, and Fire Marshall is made by Mr. Miranda and seconded by Mr. Lynch. Motion passes 4-0.
Carnival - June 24, 25, 26, 27 & 28, 1997 - 55 Newport Ave
Applicant - Purple Heart Club
Fred Ferro, 120 Mercy Street, Providence, Rhode Island is present and sworn. Mr. Ferro answers questions from the Council. He states that the Club's headquarters are on Budlong Road in Cranston. Mr. Lynch asks where the property is located and Mr. Ferro answers that it is the Vitale property on the Pawtucket and East Providence line. He says the East Providence Police Department will be used to cross people on Newport Avenue. After discussion, a motion is made by Mr. Lynch and seconded by Mr. Midgley to approve the license, providing policemen be hired to cross people across Newport Avenue, and subject to the approvals of the Chief of Police and Fire Chief.

Stephen DeFusco, 895 Hartford Avenue, Johnston, Rhode Island is present and sworn.
Motion to approve, subject to approvals from the Chief of Police, Building Inspector, and Health Inspector is made by Mr. Lynch, seconded by Mr. Miranda, and passes 4-0.

Motion to approve is made by Mr. Miranda, seconded by Mr. Lynch and passes 4-0.

Motion to accept the withdrawal is made by Mr. Lynch and seconded by Mr. Miranda.
Motion passes 4-0.

Gary Dias, Chief of Police, addresses the Council regarding the Community Oriented Community Policing (COP) Grant.
Motion to approve the program is made by Miranda and seconded by Mr. Lynch.
The motion passes unanimously on a roll call vote.
At the request of the City Clerk, the Council unanimously approves changing the August meeting date from August 19, 1997 to August 12, 1997 on a motion by Mr. Lynch and seconded by Mr. Miranda.
On motion of Mr. Lynch, seconded by Mr. Miranda, it is unanimously voted on a roll-call vote to accept the Claims Committee as presented.
Mayor Grant speaks on illegal signs on telephone poles. He says the Zoning Officer will track these down.
Mayor Grant says he wants to defer permanently the docketed item on Council .
AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Section I. Article IV (entitled "Traffic Signals", Sec. 18-86 entitled "Right turns on red lights prohibited at certain intersections.", adding:
GROSVENOR AVE (westbound traffic), onto BROADWAY.
The above entitled ordinance is introduced and on motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll call vote, is given first passage and referred to the next regular meeting of July 15, 1997 for a public hearing and consideration of final passage.
AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCE OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED , ENTITLED "PERSONNEL, PENSIONS AND RETIREMENT," which amends Section I. Subsection (e) of Section 11-236 entitled "Requirements for service retirement."
The above entitled ordinance is introduced and on motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll call vote, is given first passage and referred to the next regular meeting of July 15, 1997 for a public hearing and consideration of final passage.
George Page, 22 Grassy Plain Road, East Providence, Rhode Island 02915 is appointed to the Beautification Committee by Mayor Grant on a motion by Mr. Lynch, seconded by Mr. Miranda and unanimously voted.
The appointment of the Zoning Board Chairman is unanimously deferred until the full Council is present on a motion by Mr. Lynch and seconded by Mr. Midgley.
Mr. Lemont announces that Mr. Larisa called him earlier and anticipated that he would be at the meeting by 9:00 p.m. He also announces that the Annual Reports are available and can be obtained att the City Clerk's office or his office.
