The City Council meets in the Council Chamber on Tuesday, April 3, 1997, and is called to order by Mayor Rolland R. Grant.

1) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection (a) (2) a. of Section 18-301. entitled "Stopping, Standing or Parking prohibited in specified places." amended to read:
In front of or within three (3) feet of a public or private driveway.

CHAPTER NO. 427
The above-entitled ordinance, referred to this time and date for a public hearing and consideration of final passage, is called for hearing.
Chief Dias informs the Council that this ordinance is the result of several complaints he received. It is determined that the front of the driveway refers to the same side of the street.
On motion of Mr. Larisa, seconded by Mr. Lynch, and on a unanimous roll-call vote with all Council members present and voting, said ordinance is adopted.
2) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "MOTOR VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection 18-307 entitled
"Parking prohibited at all times.", adding:
PINE STREET (west side) from OAK AVENUE southerly for a distance of seventy-on (71) feet.

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
There are no persons present who wish to be heard.
On motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll-call vote with all Council members present and voting, said ordinance is adopted.
On motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll-call vote with all Council members present and voting, it is voted to accept the Claims Committee report.

1) Council Employees
Mayor Grant mentions that some Council employees resigned without notifying the Council, and he says the Council should be informed when these people resign or are out the office.
After some discussion, motion is made by Mr. Lynch, seconded by Mr. Larisa, to authorize Mayor Grant to send a letter to the Council employees informing them they are to notify the Council by way of the Friday packet of upcoming
vacation or days that they will be away. Motion passes unanimously.
2) Communication
Mayor Grant speaks on the police computers and says it took too long to recognize the fact that they did not work.
Mr. Lemont gives the background on the matter for the public's knowledge. Mayor Grant states that a computer expert should be hired for the City.
Mr. Midgley says it should not have taken three years to figure out the system did not work.
Mr. Larisa questions Chief Dias and Mr. Lemont on details of the computer system and why it does not work.
Mr. Lemont says all payments have been stopped.
After further discussion, Mr. Lynch asks that the City Manager keep the Council abreast of the proceedings.
Mr. Larisa asks that in the future, Councilmen provide details of their items under Councilmen Business.

1) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Section I. Subsection 18-315 entitled "Reserved parking designated--Handicapped parking.", adding:
MAPLE AVENUE (north side) in front of house number 113, from a point twenty-two (22) feet east of the NARRAGANSETT AVENUE intersection easterly forty(40) feet.

Assistant Harbormasters

A discussion is held on the Assistant Harbormasters. Mr. Midgley says that the names were recommended by the Harbormaster. Mr. Lemont says that there is a limitation set in the budget for the salaries of the Assistant Harbormasters, and he thinks it is in the neighborhood of $6.00 per hour. Mr. Lynch asks if they become salaried employees of the City, and Mr. Lemont responds that they will get a paycheck from the City of East Providence, based upon the hours they work.
Mr. Midgley asks the City Solicitor for the record if these people are appointees or employees. Mr. Conley responds that they are appointees who are employees. He also says that revisions to the Harbormaster ordinance are being drafted, which will address the terms and qualifications of the Harbormaster and Assistants.
Mr. Conley says there is different terminology in the terms of the Assistants, and that they serve at the pleasure of the Council. These appointees will replace the three current Assistants. After further discussion, a motion to approve the Assistant Harbormaster appointments is made by Mr. Larisa, seconded by Mr. Midgley. The vote is 4-0, with Mr. Lynch abstaining from the vote.
Motion to adjourn is made by Mr. Lynch, seconded by Mr. Miranda, and unanimously voted.
