AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Article IX entitled "Stop intersections", Subsection 18-269 entitled "Stop and yield intersections designated; when stops required.", adding thereto the following:
BIRCHARD STREET (eastbound traffic), at SOUTH SPRUCE STREET

The above-entitled ordinance, referred to this time and place for a public hearing is called for hearing.
There are no persons present who wish to be heard.
On motion of Mr. Miranda, seconded by Mr. Sullivan, and on a roll-call vote, 4-0 said ordinance is adopted. Mr. Lynch is noted absent.
Presentation - 1996-1997 Budget (Hearing to be held at subsequent meetings)
Discussion is held regarding the first budget hearing. Motion is made by Mr. Larisa, seconded by Mr. Sullivan, and on a 4-0 vote, it is voted to advertise the public hearing for the next Council meeting, scheduled for September 17, 1996 and make it the first item on the agenda after the Consent Calendar. The City Clerk will advise the Council if the docket becomes heavy, and the Council will determine if certain items will be deferred.

1) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC", which amends Article IX entitled"Stop Intersections" Subsection 18-269 entitled "Stop and yield intersections designated; when stops required." adding thereto the following:
TURNER AVENUE (eastbound traffic) at ARNOLD STREET

The above-entitled ordinance is introduced by unanimous consent.
Mr. Sullivan speaks on the ordinance and gives the Clerk a petition signed by 93 residents of the area to be entered into the record. On motion of Mr. Sullivan, seconded by Mr. Miranda, and on a roll-call vote 4-0, is given first passage and referred to the regular Council meeting to be held on September 17, 1996, for a public hearing and consideration of final passage. Mr. Larisa asks for a report from the Public Works Department before the next meeting. Mr. Lynch is noted absent.
2) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Article XI entitled "Loading Zone.", Subsection 18-332 entitled "Curb loading zones" adding:
NARRAGANSETT AVENUE from RIVER STREET southerly for a distance of 100 feet.

The above-entitled ordinance is introduced by unanimous consent.
On motion of Mr. Sullivan, seconded by Mr. Miranda, and on a roll-call vote 4-0 is, given first passage and referred to the regular Council meeting to be held on September 17, 1996, for a public hearing and consideration of final passage. Mr. Lynch is noted absent. Mr. Sullivan receives Unanimous Consent to discuss Hurricane Edouard. He says the Personnel Director has no emergency plans and he complains about the lack of shelters in the Riverside area. He asks Mr. Lemont if there is a plan for emergencies and if there is a shelter in Riverside.
Mr. Lemont presents Mr. Sullivan with the Emergency Plan Book and says the entire emergency plan, including area shelters, are in the book.
Mr. Sullivan asks for something in writing from the City Manager to show where the shelters are in East Providence.
Mr. Miranda says both the Police Department and the City Council should be informed in cases of emergency.
Mr. Larisa asks that the Council and the Police Department be given a copy of the book.
