ORGANIZATIONAL MEETING OF THE CITY COUNCIL

MONDAYDECEMBER 2, 1996 6:00 P.M.

 

 

As prescribed by the Charter of the City of East Providence and the laws of the State of Rhode Island, the Councilmen-elect assembled in the Council Chamber at 6:00 P.M. on Monday, December 2, 1996.

The invocation is given by Reverend John E. Unsworth, Pastor of St. Brendan's Church.

 

The colors are posted by the Police Department and Fire Department Honor Guards.

 

The National Anthem is performed by the East Providence Senior High School Band.

 

The City Clerk declares the City Council meeting in session and administers the oath of engagement to the following

 

Councilmen-elect: Gerald R. Lynch, Councilman Ward 1; Norman J. Miranda, Councilman Ward 2; Rolland R. Grant, Councilman Ward 3; Peter F. Midgley, Councilman, Ward 4; and Joseph S. Larisa, Jr., Councilman-at-large.

 

The City Clerk administers the oath of engagement to the following members-elect of the School Committee: Henry T. Caparco and Mildred S. Morris.  The City Clerk calls for the nominations for the office of Mayor.  Mr. Miranda nominates Rolland R. Grant for the office of Mayor.  Mr. Lynch seconds the nomination.  There being no further nominations, the nominations are declared closed.  Roll-call vote is taken for the election of Rolland R. Grant to the office of Mayor.

By a vote of 5-0, Rolland R. Grant is elected Mayor.  Lt. Governor, Congressman-elect, Robert Weygand, administers the oath of office to Mr. Grant.  Following his remarks,  Mayor Grant is presented with the gavel and he assumes the Chair.

 

 

ASSISTANT MAYOR

 

Mr. Lynch nominates Norman J. Miranda for the office of Assistant Mayor.   Mr. Midgley seconds the nomination.

 

There being no further nominations, the nominations are declared closed.  Roll-call  vote follows:

Mayor Grant      Aye

 

On a unanimous roll-call vote, Mayor Grant declares Norman J. Miranda elected to the office of Assistant Mayor.

House Majority Leader, George Caruolo, administers the oath of engagement to Mr. Miranda.

 

 

CITY CLERK

 

Mr. Miranda nominates Valerie A. Perry for the office of City Clerk.  Mr. Larisa seconds the nomination.  There being no further nominations, the nominations are declared closed.  Roll-call vote follows:

On a unanimous roll-call vote, Mayor Grant declares Valerie A. Perry appointed to the office of City Clerk and administers the oath of engagement.

 

 

CITY SOLICITOR

 

Mr. Lynch nominates William J. Conley, Jr. for the office of City Solicitor.  Mr. Miranda seconds the nomination.

 

There being no further nominations, the nominations are declared closed.  Roll-call vote follows:

On a unanimous roll-call vote, Mayor Grant declares William J. Conley, Jr. appointed to the office of City Solicitor, and the City Clerk administers the oath of engagement.

 

 

ASSISTANT CITY SOLICITOR

 

Mr. Miranda moves the following resolution:

 

RESOLVED, that Gregory S. Dias be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

 

Mr. Lynch seconds the motion.  No further discussion. Roll-call vote follows:

On a unanimous roll-call vote, Mayor Grant declares the above resolution adopted.

 

Mayor Grant administers the Oath of Engagement to Mr. Dias.

 

 

ASSISTANT CITY SOLICITOR

 

Mr. Miranda moves that the following resolution be adopted:

 

RESOLVED, that Timothy J. Chapman be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

 

Mr. Larisa seconds the motion.  No further discussion.  Roll call vote follows:

On a unanimous roll-call vote, Mayor Grant declares the above resolution adopted.

 

Mayor Grant administers the Oath of Engagement to Mr. Chapman.

 

 

JUDGE OF PROBATE

 

Mr. Lynch moves the following resolution be adopted:

 

RESOLVED, that Ralph T. Della Rosa be appointed Judge of Probate to serve for a term of office concurrent with that of the Council and until his successor is appointed.  Mr. Miranda seconds the motion. Discussion follows:

 

Mr. Larisa says he will support the motion but speaks on the process of how the candidate was chosen.  He states that the Municipal Court Judge was chosen the first time after advertising and a public hearing.  He says he feels this type of public process is in  the public interest.  He also says that he regrets that the process was not followed.

On a unanimous roll-call vote, Mayor Grant declares Ralph T. Della Rosa appointed to the office of Judge of Probate and administers the oath of engagement.

 

 

CITY SERGEANT

 

Mr. Lynch moves the following resolution be adopted:

 

RESOLVED, that David Reis be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

 

Mayor Grant gives up the Chair to the Assistant Mayor to second the motion.  There being no further nominations, roll-call vote is taken:

On a unanimous roll-call vote, David Reis is appointed City Sergeant.  The city Clerk administers the oath of engagement to Mr. Reis.

 

 

SEALER OF WEIGHTS AND MEASURES

 

Motion is made by Mr. Lynch, seconded by Mr. Miranda, to appoint Donald G. Crooks, 21 Vista Drive, East Providence, RI 02916 Sealer of Weights and Measures. 

 

Roll call vote follows:

On a unanimous roll-call vote, Mayor Grant declares Donald G. Crooks appointed to the office of Sealer of Weights and Measures and the City Clerk administers the oath of engagement.

 

 

Motion is made by Mr. Lynch, seconded by Mr. Miranda, to approve the dates for the 1997 Council meetings.  Roll call vote follows:

Motion passes on a unanimous roll call vote.

 

The City Council meeting recesses for the School Committee organization.

 

Following the School Committee meeting, the Council returns and adjourns at 7:00 P.M.
