called to order at 8:00 P.M. by Mayor Rolland R. Grant.

On motion of Mr. Miranda, seconded by Mr. Sullivan, and on a roll-call vote, it is voted to approve the Consent Calendar on a vote of 4-0. Mr. Larisa is not present at the time of vote.

Steve Mutter, Recycling Coordinator, reports to the Council on the ordinance prohibiting removal of articles from recycling bins. Mr. Mutter states that he does not receive many complaints and thinks that the licensed gatherers are not causing the problems.
After discussion, Mr. Sullivan makes a motion, seconded by Mr. Larisa, to approve the gatherer's licenses with the following stipulations:
1) Gathering allowed only between the hours of 6:00 A.M. and 9:00 P.M.
2) Applicant must have a place available for storage.
3) Applicant must be a City resident.
It is decided that one applicant (Richard F. Young, 182 Baker Road, Swansea, Massachusetts) may retain his license, but all future applicant must be City residents.
The motion is approved 5-0.
LICENSING COMMISSIONERS RESUME SITTING AS CITY COUNCIL
ORDINANCES - FINAL PASSAGE

1) AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC." which amends Section 18-269 entitled "Stop and yield intersections designated; when stops
required." by adding thereto the following:
Sherman Street (eastbound and westbound traffic), at its intersection with Providence Avenue.
CHAPTER NO. 381
The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
There are no persons present who wish to be heard.
On motion of Mr. Miranda, seconded by Mr. Sullivan, and on unanimous roll-call vote with all council members present and voting, said ordinance is adopted.
1) Hayward Place Sanitary Sewers
At the request of Mr. Lemont, motion is made by Mr. Larisa, seconded by Mr. Miranda, and voted 5-0 to defer the item to the next meeting.
2. Police & Fire Negotiations - Request for Executive Session
Motion is made by Mr. Larisa, seconded by Mr. Lynch, and voted 5-0 to go into Executive Session at the end of the meeting to discuss Police and Fire negotiations.
1) Finance/Purchasing
By John M. Andrews, Purchasing Agent
Requesting approval to award a contract for a heavy duty Rescue vehicle for special hazards, to be used by the City's Fire Department.
Mr. Lemont answers questions from the Council on the subject. He says the rescue vehicle will be paid over a seven year period, with approximately $55,000 budgeted each year.
On motion of Mr. Sullivan, seconded by Mr. Lynch, it is unanimously voted to approve the above request.
2) Requesting approval to award a contract to a general contractor previously pre-qualified by the City Council, for the City's road resurfacing project.
Unanimously approved on motion of Mr. Miranda, seconded by Mr. Larisa.
CLAIMS COMMITTEE
Motion made by Mr. Miranda, seconded by Mr. Lynch, and unanimously voted on a roll-call vote with all Council members present and voting, to accept Mr. Conley's report that there is no Claims Committee Report.

Narragansett Bay Commission
Mr. Sullivan speaks on the Narragansett Bay Commission and recommends appointing Mr. Lemont as the East Providence representative to the Commission.
After discussion, motion is made by Mr. Sullivan, seconded by Mr. Larisa, to recommend to Mayor Grant to place the name of Paul Lemont on the November 7, 1995 docket to be appointed to the Narragansett Bay Commission. Motion passes 5-0.

Requesting to address the Council re: Life Tenancy after death of husband.
Mrs. Gray addresses the Council about her problem. Mayor Grant tells her that this matter should be before the Probate Judge and Mr. Conley explains to her why the issue must go before the Probate Court. After discussion, the matter is referred to Mr. Conley.
The meeting recesses at 9:45 P.M. and goes into Executive Session to discuss Police and Fire negotiations, on a motion by Mr. Larisa, seconded by Mr. Miranda, and unanimously voted on a roll-call vote.
The Open Meeting reconvenes at 10:40 P.M. and adjourns at 10:40 P.M. on motion by Mr. Larisa, seconded by Mr. Lynch.
