She says a limited number of copies are available for the public.
American Youth Soccer Organization

Re: Requesting to address the Council to discuss the need for Soccer fields.
Motion is made by Mr. Sullivan, seconded by Mr. Larisa, to change the order of business to allow the R.I. Youth Soccer League to address the Council. Motion passes 5-0.
Mark Shaw, 1169 Bullocks Point Avenue, is present and sworn. Mr. Shaw addresses the Council regarding a request for an additional Soccer field to be built at the Riverside landfill.
After a lengthy discussion, Mr. Sullivan proposes establishing two commissions - one will be made up of the City Manager and staff, who will conduct a feasibility study of the Riverside landfill and will contact D.E.M. to review the land. The second Commission will be made up of the City Manager, Planning Director, Public Works Director, representatives from Pop Warner, the Soccer Association, School Committee, City Council and two citizens.
Mr. Lynch states that a commission is not necessary and it will only delay the issue. He says we have a Recreation Committee in the City and suggests requesting the City Manager, Recreation Committee and Director of Recreation to find a place for the Soccer field.
Mr. Larisa says that setting up a commission is out of order. He suggests deferring the matter to the City Solicitor and City Manager to get back to the Council in two or three meetings with a site.
After further discussion, motion is made by Mr. Sullivan to request a feasibility study by the City Manager, City Engineers and State D.E.M. Mr. Miranda seconds the motion, which passes unanimously on a roll-call vote.
Gil Medeiros, 51 Murray Avenue, is present and sworn. Mr. Medeiros, Division Director of the American Youth Soccer Organization speaks on the number of girls in the Soccer League and says that women's Soccer is the largest team sport in the world.
Councilman Norman Miranda receives Unanimous Consent to speak on the Charity Ball.
Motion to accept the Claims Committee report is made by Mr. Larisa, seconded by Mr. Sullivan, and voted 5-0. (For full report see Council file)

Advertisement of Openings for Boards and Commissions
Councilman Joseph Larisa, makes a motion for the City Clerk to advertise in the East Providence Post and Times for vacancies on Boards and Commissions.
Mr. Lynch seconds the motion for discussion. Mr. Lynch says he does not see the need for advertising and he would like to see representatives from each Ward on most Boards and Commissions. He says a newspaper article stating which Boards have vacancies for the next six months would be sufficient, rather than paying for an advertisement. After further discussion, roll-call vote is taken on the motion.

Resolution authorizing the submission of an application for funding under the Rhode Island Housing HOME Program

The above-entitled resolution is introduced and, on motion of Mr. Larisa, seconded by Mr. Miranda, and on a unanimous roll-call vote, is adopted.
AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends, Section I. Section 18-269 entitled "Stop and yield intersections designated; when stops required." adding thereto the following:
Leigh Lane (northbound traffic) at its intersection with Forbes Street.
