The City Council meets in the Council Chamber on Monday, October 17, 1994, at 8:00 P.M. and is called to order by Mayor Rolland R. Grant.

Minutes of the October 3, 1994 Closed Session are removed from the Consent Calendar.  Closed Session of minutes kept closed; unaminously approved on a roll-call vote with all Council members present and voting, on motion of Mr. Larisa, seconded by Mr. Lynch.

1. **     AN ORDINANCE ORDERING THE ASSESSMENT AND COLLECTION OF PROPERTY TAX ON THE RATABLE REAL ESTATE, TANGIBLE PERSONAL PROPERTY AND AN EXCISE TAX ON REGISTERED MOTOR VEHICLES AND TRAILERS.

 

CHAPTER NO. 332

 

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for a hearing.

On motion of Mr. Sullivan, seconded by Mr. Larisa, and on a unanimouse roll-call vote with all Council members present and voting, said ordinance is adopted.

 

2. **     AN ORDINANCE AUTHORIZING THE DIRECTOR OF FINANCE TO BORROW FUNDS IN ANTICIPATION OF TAXES.

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for a hearing.

3. **     AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "MOTOR VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection 18-307 entitled

"Parking prohibited at all times.", by adding thereto the following:

 

         Massasoit Avenue (east side), from Merrill Street southerly to the Henderson Bridge off-ramp.

 

CHAPTER NO. 337

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for a hearing.

On motion of Mr. Miranda, seconded by Mr. Sullivan, and on a unanimouse roll-call vote with all Council members present and voting, said ordinance is adopted.

 

 

4. **     AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "MOTOR VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection 18-307 entitled

"Parking prohibited at all times.", by adding thereto the following:

 

     Grosvenor Avenue (south bound), from Broadway westerly for a distance of 78 feet.

LICENSING COMMISSIONERS RESUME SITTING AS CITY COUNCIL

 

CITY MANAGER

 

1.     Contract - NEXTEL

Mr. Lemont addresses the Council regarding a contract with NEXTEL, which will allow them to lease space from the Police radio tower.  They will reimburse the City $1200 per month for the first year, to be increased with a 4% cost of living escalator for the next four year, and then a renewable for two five year periods after that.  He says there will be no interference with the City's communications.  Motion is made by Mr. Lynch, seconded by Mr. Sullivan, and voted 5-0 to approve.

 

2.     Update on Negotiations - Request for Executive Session

At Mr. Lemont's request, the Council will go into Closed Session at the end of the meeting to discuss negotiations.

On motion of Mr. Lynch, seconded by Mr. Miranda, it is unamimously voted to change the November 7, 1994 Council Meeting to November 14, 1994

 

Finance Department/Purchasing Division

Re:   Approval is requested to pre-qualify three (3) contractors re: the construction and installation of a standby engine/generator system at the City's Water Pollution Control Facility.

 

On motion of Mr. Lynch, seconded by Mr. Sullivan, it is voted unamimously to grant the above request.

The report from the Claims Committee is unamimously received as information on motion of Mr. Lynch, seconded by Mr. Larisa.

COUNCILMEN

Narragansett Bay Commission

Councilman Lynch speaks on a proposed rate increase by the Narragansett Bay Commission.  He states that a feasibility study is being done to determine whether the north end of the City should tie in with the Wastewater Treatment Plant.

 

Mr. Larisa says he agrees with Mr. Lynch and the Council should look at unifying the entire City to have all residents pay the same rate.

Ciro's Garage, City Tower, unamiously approved on motion of Mr. Sullivan, seconded by Mr. Lynch.

Abolition of Taxpayer Funded Health Benefits for part time elected City Officials.

Mr. Larisa speaks on Health Benefits for part time elected City Officials.

He makes a motion to elimate free health care benefits for the City Council, to affect City Council members elected in November.  The motion dies for lack of a second.

 

INTRODUCTION OF ORDINANCES

 

1. *     AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Section 18-269 entitled "Stop and yield intersections designated; when stops required.", by

adding thereto the following:

 

     North Prospect Street (northbound traffic) at its intersection with Orchard Street

     North Phillips Street (northbound traffic) at its intersection with Orchard Street

Mr. Miranda presents a petition with 27 signatures of people in the neighborhood.

 

The above-entitled ordinance is introduced and, on motion of Mr. Miranda, seconded by Mr. Sullivan, and on a unanimous roll-call vote with all Council members present and voting, is given first passage and referred to the next regular Council meeting, to be held on November 14, 1994, for a public hearing and consideration of final passage.

2.   *     AN ORDINANCE IN AMENDMENT OF CHAPTER 17 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "UTILITIES.", which amends Section I.  The definition of building sewer lateral listed under Section 17-76 entitled "Definitions."

The above-entitled ordinance is introduced and, on motion of Mr. Miranda, seconded by Mr. Sullivan, and on a unanimous roll-call vote with all Council members present and voting, is given first passage and referred to the next regular Council meeting, to be held on November 14, 1994, for a public hearing and consideration of final passage.
