The City Council meets in the Council Chamber on Monday, October 3, 1994, at 8:00 P.M. and is called to order by Mayor Rolland R. Grant.

Presentation of 1994-1995 Budget by City Manager Paul E. Lemont
Mr. Lemont makes a brief presentation of the 1994-1995 budget. He says that the budget calls for a zero tax increase.
John DeGoes, Acting Superintendent of Schools, presents the School Department budget and answers questions from the Council. Mr. DeGoes says the student population has grown significantly over the last couple of years and the dollars allocated from the budget are not enough to cover the costs of running the School Department.

After further discussion, motion is made by Mr. Larisa, seconded by Mr. Miranda, to approve the budget as presented. Motion is then withdrawn, and at the request of Mr. Sullivan, the meeting recesses at 9:25 P.M. to allow Mr. Lynch to be brought up to date, as he is now present.
The meeting reconvenes at 9:35 P.M. with all Council members present.
Mr. Conley explains the procedures of approving the budget ordinance.
He says that the public hearing has taken place tonight, and the budget ordinance, if approved, receives final passage. Two other ordinances pertaining to the budget will receive First Passage upon approval, and will be referred to the next Council meeting for Final Passage.

1. ** AN ORDINANCE APPROPRIATING $76,900,357 FOR THE SUPPORT OF THE CITY GOVERNMENT FOR THE FISCAL YEAR ENDING OCTOBER 31, 1995.
CHAPTER NO. 331
After further discussion, motion to approve the Appropriation Ordinance is made by Mr. Larisa, seconded by Mr. Miranda, and unanimously voted on a roll-call vote with all Council members present and voting.
2. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Section 18-269 entitled "Stop and yield intersections designated; when stops required.", by adding thereto the following:
Bloomfield Street (eastbound and westbound traffic) at its intersection with Outlook Avenue.

3. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Section 18-269 entitled "Stop and yield intersections designated; when stops required.", by adding thereto the following:
Hall Street (southbound traffic) at its intersection with Leonard Avenue.
CHAPTER NO. 330

4. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 9 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND 1987, AS AMENDED, ENTITLED "MISCELLANEOUS OFFENSES.", which amends Subsection (b) of Section 9-10 entitled "Property damage generally.", by adding thereto the following:
(6) Any telephone or electrical pole.

Section 9-16. Purchase, sale or delivery of tobacco products to persons under eighteen -- Posting notice of law.

6. * AN ORDINANCE IN AMENDMENT OF CHAPTER 17 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "UTILITIES.", which amends Section I. The definition of building sewer lateral listed under Section 17-76 entitled "Definitions."

At the request of Mr. Miranda, motion is made by Mr. Lynch, seconded by Mr. Larisa, to defer the ordinance to
the next regular Council meeting to be held, October 17, 1994. Motion passes unanimously on a roll-call vote.

At the request of Mr. Lemont, motion is made by Mr. Lynch, seconded by Mr. Miranda, and unanimously voted to go into Executive Session to discuss negotiations at the end of the regular meeting.

Re: Appointment of Auditors for fiscal year ending October 31, 1994.
Motion is made by Mr. Sullivan, seconded by Mr. Lynch, to appoint Cayer Prescott as City Auditors for the 1994-95 fiscal year. Motion passes unanimously on a roll-call vote.
Motion to accept the report of the Claims Committee is made by Mr. Miranda, seconded by Mr. Sullivan and voted 5-0.

1.** AN ORDINANCE ORDERING THE ASSESSMENT AND COLLECTION OF PROPERTY TAX ON THE RATABLE REAL ESTATE, TANGIBLE PERSONAL PROPERTY AND AN EXCISE TAX ON REGISTERED MOTOR VEHICLES AND TRAILERS.
The above-entitled ordinance is introduced and, on motion of Mr. Lynch, seconded by Mr. Larisa, and on a unanimous roll-call vote with all Council members present and voting, is given first passage and referred to the next regular Council meeting to be held October 17, 1994 for a public hearing and consideration of final passage.

3. * AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "MOTOR VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking.", Subsection 18-307 entitled "Parking prohibited at all times.", by adding thereto the following:
Massasoit Avenue (east side), from Merrill Street southerly to the Henderson Bridge off-ramp.

Grosvenor Avenue (south side), from Broadway westerly for a distance of 78 feet.

Proposed City Budget - 1994-1995
