The City Council meets in the Council Chamber on Monday, November 21, 1994, and is called to order at 8:07 P.M., by Mayor Rolland R. Grant.

On motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll-call vote with all Council members present and voting, it is voted to approve the Consent Calendar.

On motion of Mr. Lynch, seconded by Mr. Miranda, and on a unanimous roll-call vote with all Council members present and voting, said ordinance is adopted.

LICENSING COMMISSIONERS RESUME SITTING AS CITY COUNCIL
Discussion of Pension increase for Police & Fire Retirees
Mr. Lemont speaks on the Police & Fire retirees, whose last increase was granted in 1991. He recommends a $75 per month or $900 per year increase for non-widowed members, and a $50 per month or $600 per year increase for
widowed members. He says the total cost to the City will be approximately $47,000 per year, which will have no appreciable impact on the pension plan.
After discussion, motion to approve is made by Mr. Lynch, seconded by Mr. Larisa and voted 5-0. Motion is then amended on a motion by Mr. Lynch, seconded by Mr. Larisa, to make the increase retroactive to October 31, 1994.
Motion passes 5-0.
Mr. Conley states that the increase must be done by ordinance, and it will appear for First Passage on the next docket.
Purchasing/Finance

Requesting pre-qual approval for (6) general contractors so that they may bid on renovations and restoration at the Looff Carousel (Phase3).
Motion made by Mr. Larisa, seconded by Mr. Miranda and voted 5-0 to approve.
Requesting pre-qual approval for (7) general contractors so that they may bid on improvements to the Providence Avenue Playground.
Motion made by Mr. Larisa, seconded by Mr. Miranda, and voted 5-0 to approve.
Motion made by Mr. Lynch, seconded by Mr. Miranda, and voted 5-0 to accept the Claims as presented.

Granite Blocks at Vanderland Avenue
Mr. Larisa announces that there has been a resolution to the matter and thanks Senator Paul Tavares for his involvement. He says the Department of Transportation has halted the project and the slabs will be reduced to one level, with the remaining ones moved to behind Almac's.
The meaning of 1994 City Council elections
Mr. Larisa says that putting aside the procedural problems, the rancor and disagreements, this Council has accomplished more than any Council in recent memory. He says that if the Council works together, they can achieve the biggest goal that this City has had since the early 1960's, becoming an All American City. Mr. Larisa also states that he has no intention of stepping down from the Council in the next two years if he takes a full time position on Governor Almond's staff.
AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC.", which amends Article X entitled "Stopping, Standing and Parking", Subsection 18-302 entitled "Parking adjacent to schools prohibited when signs are erected.", by adding thereto the following:
Fort Street (south side), from Fifth Street easterly to Seventh Street school days between 8:00 A.M. to 4:00 P.M.
Seventh Street (west side), from Fort Street southerly to Mercer Street school days between 8:00 A. M. to 4:00 P.M.

The above-entitled ordinance is introduced and on motion of Mr. Miranda, seconded by Mr. Lynch, and on a unanimous roll-call vote with all Council members present and voting, is given first passage and referred to the next regular Council meeting to be held on December 5, 1994, for a public hearing and consideration of final passage.

Senior Citizen Advisory Board

On motion of Mr. Larisa, seconded by Mr. Miranda, it is unanimously voted to appoint Claire O'Neil to the above Board.
Mayor Grant receives Unanimous Consent to speak on the visit by officials from Ribeira Grande. He says the Sister Cities committee will be reinstated.
Mayor Grant receives Unanimous Consent to speak on the Holiday Display awards. He asks the Council to appoint representatives to the Committee and reminds the Council that there can be no Religious display award.
Councilman Norman Miranda receives Unanimous Consent to discuss the Charity Ball. he says a committee meeting will be held next week and plans will begin for the next Charity Ball, to be held in February 1995.
Mr. Lemont receives permission to give an update on his son's condition.
