2. Enlargement of Historic Properties Commission
Mr. Cady addresses the Council regarding the difficulties of the Commission to meet a quorum, and asks the Council to enlarge the Commission. Motion is made by Mr. Lynch, seconded by Mr. Larisa, to instruct Mr. Conley to draft an ordinance pertaining to the Historic Commission. Motion passes on a roll-call vote 4-0. Wannamoisett Road (south side), from Pawtucket Avenue to Dover Avenue.
Howland Avenue (north side), from Dover Avenue to Pawtucket Avenue.
CHAPTER NO. 304

The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
Rachel Arruda, 131 Wannamoisett Road, representing Kent Heights P.T.A. is present and sworn. Mrs. Arruda asks the Council to deny the ordinance and gives the Council a new proposal regarding the parking. Mayor Grant suggests another neighborhood meeting.
After discussion, motion is made by Mr. Lynch, seconded by Mr. Miranda, to deny the ordinance. Motion passes 4-0 on a roll-call vote. Mr. Sullivan is noted absent.
Motion is made by Mr. Larisa, seconded by Mr. Lynch, to continue for the next 30 days the one-way parking on Wannamoisett Road and Howland Avenue and to institute the parking limits as outlined in Mrs. Arruda's proposal. Motion passes 4-0 on a roll-call vote. Mr. Sullivan is noted absent.

1. Re: Resolution in Support of Funding for the Ten Mile River Greenway through the Congestion Mitigation and Air Quality (CMAQ) Program.
Jeanne Boyle speaks on the Greenway Resolution. She says the City received a $750,000 grant for the construction of the Greenway along the Ten Mile River and unfortunately there was a stipulation stating that the Greenway be constructed as a walkway path and not as a bicycle path as was proposed. She says this grant application is for further funds to make up the difference to allow for construction of a bicycle path. Motion made by Mr. Larisa, seconded by Mr. Lynch, to adopt the Resolution. Motion passes 4-0. Mr. Sullivan is noted absent.
2. Re: Resolution Authorizing Grant Applications for the State of Rhode Island Overall Economic Development Program (OEDP).
Jeanne Boyle speaks on the Resolution to procure grant funds for the Amaral Street sewer system and utilities for Waterfront Drive. Motion to adopt the Resolution is made by Mr. Lynch, seconded by Mr. Larisa, and is voted 4-0 with Mr. Sullivan noted absent.
The report from the Claims Committee is received as information on motion of Mr. Miranda, seconded by Mr. Larisa on a 4-0 vote. Mr. Sullivan is noted absent.

City Support for Mayor Leo Sullivan Memorial Scholarship
Mr. Larisa defers discussion until the Resolution is read later in the docket.
Discussion of East Providence Neighborhood Housing Services
Mr. Larisa says it came to the Council's attention that there is a dispute between the Federal HUD agency and the East Providence Neighborhood Housing Services. He requests that representatives of Neighborhood Housing, the City Manager, Mr. Larisa and one other Councilman meet to try and straighten things out.
