ORGANIZATIONAL MEETING OF THE CITY COUNCIL

THURSDAY

DECEMBER 1, 1994

4:30 P.M.

 

 

As prescribed by the Charter of the city of East Providence and the laws of the State of Rhode Island, the Councilmen-elect assembled in the Council Chamber at 4:30 P.M. on Thursday, December 1, 1994.

The invocation is given by Monsignor John Tavares, Pastor of St. Francis Xavier Church.

 

The National Anthem is performed by the Riverside Junior High School Band.

 

The City Clerk declares the City Council meeting in session and administers the oath of  engagement to the following Councilmen-elect: Norman J. Miranda, Councilman Ward 2; Rolland R. Grant, Councilman Ward 3; and Robert D. Sullivan, Councilman Ward 4, Joseph S. Larisa, Jr., Councilman-at-large.  State Representative Edward Lynch administers the oath of engagement to Gerald R. Lynch, Councilman Ward 1.

 

The City Clerk administers the oath of engagement to the following members-elect of the School Committee: William Maaia, Edna Snow, and Nancy Stevens.

 

The City Clerk calls for the nominations for the office of Mayor.  Mr. Miranda nominates Rolland R. Grant for the office of Mayor.  Mr. Sullivan seconds the nomination.

There being no further nominations, the nominations are declared closed.  Roll-call vote is taken for the election of Rolland R. Grant to the office of Mayor.

By a vote of 5-0, Rolland R. Grant is elected Mayor.  Lt.  Governor Robert Weygand administers the oath of office to Mr. Grant.  The gavel is presented to Mayor Grant, who assumes the Chair.

 

 

ASSISTANT MAYOR

 

Mayor Grant relinquishes his Chair to Mr. Larisa, Assistant Mayor, for the purpose of nominating.  The Assistant Mayor asks for nominations.  Mr. Grant nominates Robert D. Sullivan for the office of Assistant Mayor.  Mr. Miranda seconds the nomination.

 

Mr. Larisa comments.

 

There being no further nominations, the nominations are declared closed.  Roll-call vote follows:

On a 4-0-1 roll-call vote, with Mr. Larisa abstaining, Mayor Grant declares Robert D. Sullivan elected to the office of

Assistant Mayor, and administered the oath of engagement.

 

 

CITY CLERK

 

Mayor Grant requests nominations for the office of City Clerk.  Mr. Miranda nominates Valerie A. Perry for the office of City Clerk.  Mr. Sullivan seconds the nomination.  There being no further nominations, the nominations are declared closed.

CITY SOLICITOR

 

Mr. Sullivan nominates William J. Conley, Jr. for the office of City Solicitor.  Mr. Miranda seconds the nomination.  There being no further nominations, the nominations are declared closed.

On a unanimous roll-call vote, Mayor Grant declares William J. Conley, Jr. appointed to the office of City Solicitor, and the City Clerk administers the oath of engagement.

 

ASSISTANT CITY SOLICITOR

 

Mayor Grant entertains a motion for appointment of Assistant City Solicitor.  Mr. Miranda moves that the following resolution

 

RESOLVED, that Gregory S. Dias be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

 

Mr. Sullivan seconds the motion.   No further discussion.

ASSISTANT CITY SOLICITOR

 

Mayor Grant entertains a motion for the appointment of Assistant City Solicitor.  Mr. Sullivan moves that the following resolution be adopted:

 

RESOLVED, that Timothy J. Chapman be appointed Assistant City Solicitor to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

 

Mr. Miranda seconds the motion.  No further discussion.

JUDGE OF PROBATE

 

Mayor Grant entertains a motion for appointment of Judge of Probate.  Mr. Miranda moves that the following resolution be adopted:

 

RESOLVED, that Stephen J. Capineri be appointed Judge of Probate to serve for a term of office concurrent with that of the Council and until his successor is appointed.

JUDGE OF MUNICIPAL COURT

Mayor Grant entertains a motion for the appointment of Judge of Municipal Court.

 

Mr. Sullivan moves that the following resolution be adopted:

 

RESOLVED, that Michael J. Farley be appointed Judge of Municipal Court to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

CITY SERGEANT

 

Mayor Grant entertains a motion for the appointment of City Sergeant.  Mr. Sullivan moves that the following resolution be adopted:

 

RESOLVED, that Robert A. Joyce be appointed City Sergeant to serve for a term of office concurrent with that of the Council and until his successor is appointed and qualified.

APPOINTMENTS

MUNICIPAL COURT

 

Mayor Grant entertains a motion for the appointment of Court Tellers and Court Officer of the Municipal Court.

Mr. Miranda moves that Paula Alves, 20 Fenmoor Street, and June O'Hara, 1354 South Broadway, be reappointed Court Tellers and Charles Goodwin, 108 Prescott Avenue, be reappointed Court Officer.  Mr. Sullivan seconds the motion.

 

Roll-call vote follows:

Motion passes unanimously on a roll call vote.

 

SCHOOL COMMITTEE LIAISON

 

Mr. Sullivan makes a motion to appoint Norman J. Miranda School Committee Liaison.  Mr. Larisa seconds the motion, which passes 5-0.

 

WEIGHERS OF COAL AND OTHER MERCHANDISE

 

Other Merchandise On motion of Mr. Sullivan, seconded by Mr. Miranda, it is unanimously voted to accept the list as presented.

 

POLICE CONSTABLES

 

Motion is made by Mr. Sullivan, seconded by Mr. Miranda, to defer the appointments until January.  Motion passes 5-0.

 

At the request of Mr. Miranda, discussion regarding a workshop on special police constables will be placed on next Monday's docket.

 

Motion is made by Mr. Miranda, seconded by Mr. Sullivan, to defer approval of the 1995 meeting schedule to the next regular meeting.  Motion passes 5-0.

 

The Council adjourns at 5:30 p.m.
