East Providence Shore Line Improvement Association

Requesting to address the Council.
George Redman, 234 Mauran Avenue, addresses the Council concerning bonfires on the beach. Mr. Redman voices his concerns about the trash left on the beach after the fires, stating that they are illegal. He asks the City to get permission from the State along with an air permit before the next bonfire.
Unanimous Consent is given to the City Manager who asks for Council approval for pre-qualification of eight firms to do work at the Water Pollution Control Plant.
Motion to approve is made by Mr. Sullivan, seconded by Mr. Larisa, and voted unanimously on a roll-call vote.

1. Open Space and its effect on the City Budget: Setting the record straight.
Mr. Larisa speaks on a research study being done regarding open space and says that the study concluded that open space is better fiscally because of the costs to the city to provide services to residences. He suggests the Planning Department consider this fact the next time an open space issue comes forward.
2. School Committee's $40,000 line item for Outside Attorney Fees. Request for Ethics Commission Advisory Opinion on Enforceability of Charter.
Mr. Larisa's request is approved on motion by Mr. Larisa, seconded by Mr. Miranda, and unanimously voted on a roll-call vote.

The above-entitled resolution is introduced and, on motion of Mr. Larisa, seconded by Mr. Lynch, and on a unanimous roll-call vote with all Council members present and voting, is adopted.
Mr. Sullivan receives unanimous consent regarding economic development. He announces that Stop & Shop supermarkets will be building a 65,000 square foot market at Waterman and Pawtucket Avenues, the present site of Providence Country Day School. Mr. Sullivan says a public drive should be held to attract new business into the City. He says he would like to have a workshop with the Economic Development Committee, Planning Director, City Manager, and other City officials to get the plans on the road.

John De Goes, Superintendent of Schools, makes a request to be the first presenter. After discussion, it is decided that the forum used last year was proper and motion is made by Mr. Lynch, seconded by Mr. Miranda, to proceed in the same way, with Mr. Lemont being the first presenter. Motion passes 5-0.
PROPOSED CITY BUDGET for the fiscal year November 1, 1993, through October 31, 1994, as presented by Paul E. Lemont, City Manager.
City Manager, Paul E. Lemont, presents the City budget. He says his proposed budget calls for no tax increase. The budget is an increase of $3,555,000 over last year's budget, but because of State aid to the City and School Department, an increased tax base this year, and a projected School Department surplus, it will keep the tax rate the same.
After a slide presentation by Mr. Lemont and Mr. McDonald, Finance Director, the meeting is open to public comment.
Leo C. Sullivan, 17 Allison Court, is present and sworn. Mr. Sullivan speaks on the Library budget and asks the Council to reconsider some of the cuts in that budget.
Robert F. Rosa, 27 Lawrence Drive, is present and sworn. Mr. Rosa speaks in support of no tax increase.
The meeting recesses at 8:40 P.M. and reconvenes 8:50 P.M.
The meeting is turned over to the School Committee for the School Department's budget presentation.
William Maaia, School Committee Chairman, addresses the Council.
John De Goes, Superintendent of Schools, present the School Department Budget, with a total request of $39,900,000. He says the amount of money recommended by the City Manager to operate the schools is not sufficient. He says if the Council adopts the budget presented by the City Manager, the School Department will have to appeal to the Department of Education, who may force the City to generate more money for the School Department.
After the presentation, the meeting is open to public comment. The following are present and sworn and speak regarding the School Department budget.
Harold L. Gerstein, 12 Rhodes Avenue, speaks against the School Department Budget and suggests the School department can save many dollars by privatizing in some areas.
Edna Snow, 128 Allerton Avenue, questions the debt service.
Paul Sladen, 122 Lyon Avenue, urges the School Committee to hold the line on salaries and benefits.
Robert F. Rosa, 122 Lawrence Drive, questions the Superintendent about how much money goes to the students and how much to the administration.
Mr. De Goes states that there are no dollars in this budget for salary increases.
Belinda Wilkerson, 1 Gold Avenue, a teacher at Martin Junior High School, states that budget cuts have affected her as a teacher and parent. She says new textbooks and maps are needed to keep the students informed of current changes in the world.
Rosemary DaSilva, 100 Hobson Avenue, speaks in favor of the budget.
David Kelleher, 36 Riverside Drive, Principal of Silver Spring School, in response to a comment, says his school has supplies.
Carlton Bulley, 69 Vine Street, questions the teacher's medical benefits.
Walter Langlois, Mauran Avenue, speaks against the teacher's salaries.
Leo C. Sullivan, 17 Allison Court, suggests the City consolidate library services.
Comments are made by the members of the School Committee.
Mr. Goodwin, suggests a small tax increase this year, rather than have to face a large tax increase in another year.
After further comments, the meeting recesses at 10:50 P.M.
The meeting reconvenes at 11:00 P.M. with the City Council at the dais.
Mayor Grant states that the budget, if given first passage, will be referred to October 18, 1993 for the final public hearing.
Mr. Larisa, Mr. Miranda, Mr. Sullivan and Mayor Grant speak in favor of holding the tax rate. Mr. Lynch says a 25 cent increase would cost the average East Providence tax payer about $2 per week and would provide a cushion, which might not be needed in the end. He says he will not vote for the budget as presented.
