East Providence Shoreline Improvement Association By George Redman
George Redman, 234 Mauran Avenue, is present and sworn. He speaks on the East Providence Shoreline Improvement Association's plans for the clean up on Earth Day, scheduled for April 17th.
Nancy Moore, 14 Josephine Avenue, is present and sworn. She speaks on the Earth Day Walk, scheduled for April 18th.

1. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC", which amends Subsection 18-269 entitled "Stop and yield intersections designated; when stops required", by adding thereto the following:
Mercer Street (eastbound traffic), at Lyon Avenue.
CHAPTER NO. 222
The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.

On motion of Mr. Miranda, seconded by Mr. Larisa, and on a unanimous roll-call vote with all Council members present and voting, said ordinance is adopted.
2. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED ENTITLED "PERSONNEL, PENSIONS AND RETIREMENT", which amends Sec. 11-1 entitled "Definitions", is amended by changing the definition of the following words, "terms and phrases".
The paragraph (5) subsection (e) entitled "Examinations generally of Sec. 11-64 entitled "Examination procedure".
CHAPTER NO. 223
The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
Mr. Larisa speaks on the ordinance and reads a memo from the Personnel Director, Raymond Benoit. Mr. Larisa says he agrees with Mr. Benoit that the ordinance will be too much of a cost to the City, and he will vote against it.
After further discussion, motion to approve is made by Mr. Sullivan, seconded by Mr. Miranda, followed by a roll call vote:

3. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 11 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED ENTITLED "PERSONNEL, PENSIONS AND RETIREMENT", which amends the first paragraph of subsection (g) entitled "Rating examinations," of Sec. 11-64 entitled "Examination procedure".
CHAPTER NO. 224
The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
Chief of Police, Carl Winquist, addresses the Council regarding the ordinance which allows 10 percent to residents applying for jobs. He asks that the Police Department either be exempt from the ordinance, or that it be amended to add a minimum requirement of an Associate's Degree for Police applicants.
Mr. Larisa reads a report provided by the City Manager which states that only 6 cities or towns add points to scores for residents.
Meeting is recessed at 8:40 P.M. and reconvenes at 8:47 P.M. with all Council members present.

After further discussion on the ordinance, motion to approve is made by Mr. Sullivan, seconded by Mr. Lynch, followed by a roll-call vote:

4. ** AN ORDINANCE IN AMENDMENT OF CHAPTER 18 OF THE REVISED ORDINANCES OF THE CITY OF EAST PROVIDENCE, RHODE ISLAND, 1987, AS AMENDED, ENTITLED "VEHICLES AND TRAFFIC", which amends Article X entitled "Stopping, Standing and Parking", Subsection 18-307 entitled "Parking prohibited at all times", is amended by adding thereto the following:
Silver Street (south side), from Main Street easterly to its deadend.
Silver Street (north side), from its easterly deadend west for a distance of one hundred sixty (160) feet along the length of the Water Pollution Control Pumping Station.
CHAPTER NO. 225
The above-entitled ordinance, referred to this time and place for a public hearing and consideration of final passage, is called for hearing.
Thomas Richardson, 143 Silver Street, is present and sworn. Mr. Richardson speaks against the ordinance, saying his house is directly across the street from the plant.
Julia Forgue, Public Works Director, states that the ordinance was requested by the Traffic Engineer after receiving complaints from the Water Pollution Control Superintendent.
Susan Palumbo, 11 Silver Street, is present and sworn. She states that the problem stems from the fact that the street was not plowed during the last snow storm.
After further discussion, motion is made to deny final passage.
On motion of Mr. Larisa, seconded by Mr. Sullivan, and or a unanimous roll-call vote with all Council members present and voting, said ordinance is denied.

Councilman Sullivan asks for a deferment of the hearing until May 17th, because he will be on vacation. A discussion is held regarding the hearing.
Mr. Conley clarifies the hearing status, and it is determined that the preliminary hearing will be held on April 19th, and arrangements can be made then for future hearings.
Update on Glenlyon Field
Jeanne Boyle reports that alternative sites are being looked at by D.E.M.
On motion of Mr. Lynch, seconded by Mr. Larisa, it is unanimously voted to refer this matter to the Planning Board for a recommendation to the City Council.
Councilman Sullivan receives Unanimous Consent to inform the Council that the State Department of Transportation has begun work on Bullocks Point Avenue and will continue on to Willett Avenue. He thanks George Caruolo for intervening.
Purchasing Department
By John M. Andrews, Purchasing Agent Requesting from the Council pre-qualification approval for prospective contractors to bid on the renovations/alterations to three (3) branch libraries - i.e., Fuller, Riverside and Rumford. (Reference Purchasing Ordinances, Sec. 2-244, Paragraph 5.)

Councilman Miranda gives a final report on the Charity Ball. He lists the charities for this year as East Providence High School Band for uniforms, East Providence D.A.R.E. program, East Bay coalition for the Homeless, and St. Francis Xavier Church Food Closet.
