SPECIAL MEETING – CITY COUNCIL

-OCTOBER 16, 2025-

 

            Special meeting of the City Council was held on Thursday, October 16, 2025 in the Council Chambers, City Hall, 869 Park Ave., Cranston, Rhode Island.

           

I.            CALL MEETING TO ORDER:

 

            The meeting was called to order at 8:07 P.M. by the Council President.

 

II.            ROLL CALL:

 

            Roll call showed the following members present: Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

            Absent:  Councilwoman Graziano -1.

 

            Also Present:  Christopher Millea, City Solicitor; John Verdecchia, Assistant City Solicitor; David DiMaio, City Council Budget Analyst; Rosalba Zanni, Assistant City Clerk/Clerk of Committee.

  

Council President stated that Public Comment was inadvertently left off the docket this evening and he will ask for a motion to take Public Comment on docketed items.  He also stated that when we get to the Letter of Engagement for Attorney Michael Marcello, he will ask for motion at that time to refer to the Finance Committee so this can be done properly.

 

            On motion by Councilman Andujar, seconded by Councilman Traficante, it was voted to hold Public Hearing on docketed matters only.  Motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

            No one appeared to speak.

 

III.            REPORTS OF COMMITTEES

 

Report from the Chair, Council Vice-President Haroian, on the SPECIAL SAFETY SERVICES & LICENSES COMMITTEE meeting held October 16, 2025:

 

CLASS BV LIQUOR LICENSE - NEW

OVER CAP AND REQUIRES FULL COUNCIL APPROVAL

Ara Enterprises, Inc. d/b/a Sonia’s Market, located at 816 Park Ave.

Hours: Mon-Sun 10am-12am

 

            On motion by Council Vice-President Haroian, seconded by Councilman Andujar, it was voted to approve this license application.  Motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

Report from the Chair, Councilman Andujar, on the ORDINANCE COMMITTEE meeting held October 16, 2025:      

 

08-25-01     ORDINANCE  In Amendment of Title 2, Chapter 40, of the City of Cranston Code of Ordinances, 2005, Entitled ‘Municipal Court’; Sponsored by Councilman Andujar, Councilwoman Graziano, and Councilman Buonanno; considered by the Ordinance Committee October 16, 2025  

 

            Councilman Andujar urged tabling this Ordinance at this time to fix some technicalities and bring it back to a special meeting. 

 

 

            On motion by Councilman Buonanno, seconded by Council Vice-President Haroian, it was voted to table this Ordinance.  Motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

IV.            NEW BUSINESS

 

APPOINTMENT of Attorney Michael Marcello as Legal Counsel and Litigation Counsel for the City Council for the term ending January 4, 2027  

            On motion by Councilman Buonanno, seconded by Councilman Andujar, it was voted to approve the appointment of Attorney Michael Marcello as Legal Counsel and Litigation Counsel for the City Council for the term ending January 4, 2027.

Under Discussion:

            Councilman Campopiano stated that it is going to be a fresh air to welcome the attorney.  He thanked Attorney Marcello for considering our appointment and looks forward to working with him.

 

            Councilman Andujar also thanked Attorney Marcello for taking this task and looks forward to welcoming him and looks forward to working with him.

 

            Councilman Buonanno stated that he has had the opportunity to meet with Attorney Marcello a few times and he thinks he is going to be a great asset to our Council.  He comes highly recommended.  His reputation speaks for itself both in the legal community and in our State government.  He asked Attorney Marcello for himself and on behalf of Councilman Traficante if he would be willing to help them when they have the right Ordinances.  Attorney Marcello stated that he will certainly be more than happy to help with whatever needs to be done or reviewed.  He also stated that he appreciates the opportunity to serve the City of Cranston.  He used to represent the Western part of Cranston when he was a Representative in Scituate, but most important to him is right down the street, Leslie St., his grandparents had their home.  The Marcellos actually come from Cranston and in 1947 they fled to Scituate to be in the country at the time, but it is nice to be back.

 

            Council President Wall stated that he has had a great deal of conversations with Attorney Marcello and everyone he has spoken to speaks glowingly of him.

 

            Council Vice-President Haroian also welcomed Attorney Marcello and stated that she has had the honor to work with him before in both his roles and she looks forward to doing it again.

 

Roll call was taken on above motion and motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

CONSIDERATION of Letter of Engagement between the Cranston City Council and Michael Marcello Esq. / Lewis Brisbois Bisgaard & Smith LLP, for services as Council Attorney and Litigation Counsel for the City Council, for the term ending January 4, 2027  

 

            On motion by Councilman Buonanno, seconded by Council Vice-President Haroian, it was voted to refer the above item to the Finance Committee.  Motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.
