SPECIAL MEETING – CITY COUNCIL

 

-DECEMBER 22, 2025-

 

            Special meeting of the City Council was held on Monday, December 22, 2025 in the Council Chambers, City Hall, 869 Park Ave., Cranston, Rhode Island.

I.            CALL MEETING TO ORDER:

 

            The meeting was called to order at 6:10 P.M. by the Council President.

 

II.            ROLL CALL:

 

            Roll call showed the following members present: Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

            Absent:  Councilwoman Graziano -1.

 

            Also Present:  Anthony Moretti, Chief of Staff; Christopher Millea, City Solicitor; John Verdecchia, Assistant City Solicitor; Michael Marcello, City Council Legal Counsel; David DiMaio, City Council Budget Analyst; Rosalba Zanni, Assistant City Clerk/Clerk of Committee.

 

 

            Council President Wall stated that there was an error on this evening’s agenda.  Every meeting he has presided over, he takes public comment.  If there are no objections, he would like to add public comment to docketed items on this evening’s agenda.  No one objected.

 

PUBLIC COMMENT ON DOCKETED ITEMS:

 

            No one appeared to speak.

 

III.            REPORTS OF COMMITTEES:   

 

12-25-04          Ordinance in amendment of Title 2 of the City of Cranston Code of Ordinances, 2025, entitled “Administration and Personnel” (Chater 2.24 entitled “Fire Composition”).  Sponsored by Mayor Hopkins.  Referred out of Special Ordinance Committee December 22, 2025.    

                       

            On motion by Councilman Buonanno, seconded by Council Vice-President Haroian, it was voted to approve this Ordinance.  Motion passed on a vote of 8-0.  The following being recorded as voting “aye”:  Councilmen Andujar, Ritz, Traficante, Councilwoman Vaziri, Councilmen Campopiano, Buonanno, Council Vice-President Haroian and Council President Wall -8.

 

IV.            INTRODUCTION OF NEW BUSINESS 

 

12-25-01S       ORDINANCE in amendment of Title 8, Chapter 20, Section 070 of the City of Cranston Code of Ordinances, 2005, entitled “Special Activities”.  Sponsored by Councilman Traficante.  Co-sponsored by Councilman Andujar and Councilwoman Graziano.  To be referred to Ordinance Committee January 7, 2026. 

 

12-25-02S       ORDINANCE authorizing the establishment of a Revolving Loan Fund for School Building Improvements.  Sponsored by Mayor Hopkins.  To be referred to Finance Committee January 5, 2026.

 

12-25-03S       ORDINANCE in amendment of Title 2, Chapter 2.08, Article III, Section 110 of the Code of the City of Cranston, entitled “Department Head Nominees-Procedure Generally, Sub-Section (E)”.  Sponsored by Councilman Andujar.  To be referred to Ordinance Committee January 7, 2026.  

 

12-25-04S       ORDINANCE in amendment of Title 3, Chapter 20, Section 010 of the Code of the City of Cranston, entitled “Exemptions from Real Property Taxation for those aged sixty-five (65) and older – authority of Tax Assessor to grant”.  Sponsored by Councilmen Andujar, Traficante, Buonanno, Council Vice-President Haroian and Council President Wall.  To be referred to Finance Committee January 5, 2026. 

 

12-25-05S       ORDINANCE in amendment of Title 3, Chapter 40, Section 010 of the Code of the City of Cranston, entitled “Authority of Tax Assessor to Grant”.  Sponsored by Councilmen Andujar, Ritz, Councilwomen Vaziri, Graziano, Council Vice-President Haroian and Council President Wall.  To be referred to Finance Committee January 5, 2026. 

 

12-25-06S       ORDINANCE amending the City of Cranston 2025-2026 Municipal Budget (Rescue 5 – Full Time).  Sponsored by Mayor Hopkins  To be referred to Finance Committee January 5, 2026. 

 

            On motion by Councilman Andujar, seconded by Council Vice-President Haroian, it was voted to take as a block all the above New Business except for 12-25-03S, which has been withdrawn without prejudice to be introduced at another time.

Under Discussion:

            Councilman Campopiano stated that he would like to send 12-25-06S to the appropriate Committee, but the remainder ones, he would like to put off until our meeting on January 20th.  There are some significant items to discuss and to undertake and to digest.  He thinks we can all use a little more time to digest these things and to look into them.  He does not think there is any rush.  None of these things are under any time constraint.  This will give eveyr9one time to look at each one of them and call the appropriate people that are involved, learn a little more about it.  As for 12-25-01S, he did speak to some residents and he would like to talk to the Police and get their handle on it.  He would like to find out more about the Revolving Loan Fund.  The Tax property Ordinances, that is significant change to the tax and he would like to interview all the parties involved.  With the holidays coming up and a lot of these people may be on vacation and might not be available, he does not see any urgency to putting these off to the 20th of January and then he can get more public comment and learn more about it and make the right decisions. 

 

            Councilman Andujar stated t hat he feels we should just continue with this and move it along.

 

Roll call was taken on above motion and motion passed on a vote of 6-2.  The following being recorded as voting “aye”:  Councilmen Andujar, Traficante, Councilwoman Vaziri, Councilman Buonanno, Council Vice-President Haroian and Council President Wall -6.  The following being recorded as voting “nay”:  Councilmen Ritz and Campopiano -2.

 

            On motion by Council Vice-President Haroian, seconded by Councilman Andujar, it was voted to refer the above New Business as a block to the respective Committees except for 12-25-03S.

 

V.            ADJOURNMENT
