MINUTES
A Special Meeting of the City Council was held in the Cranston City Council Chambers, Cranston City Hall, 869 Park Ave., Cranston, RI 02910, for the purpose of considering the following items listed on the agenda. Remote participation was also available.

The meeting was called to order at 7:20 P.M. by Council President Jessica M. Marino
The roll was called by the City Clerk. Stated as present: Councilman Campopiano, Councilman Buonanno, Councilwoman Graziano, Councilwoman Haroian, Councilman Andujar, Councilman Ritz, Councilman Traficante, Council Vice-President Wall, and Council President Marino. Also present: Legal Counsel Stephen Angell, Solicitor Christopher Millea, Director of Administration Anthony Moretti, and City Clerk Tracy Nelson.
Council President Marino called for a moment of silence in honor of today’s passing of the Honorable Judge Frank Caprio. She then turned the floor over to Council Vice-President Wall as Chair of the Finance Committee.
Report from the Chair, Councilman Wall, on the FINANCE COMMITTEE meeting held August 20, 2025 at 6:15 p.m.:
CONSIDERATION of Proposed Amendment(s) to the Letter of Engagement (dated February 7, 2025) between the Cranston City Council and Stephen J. Angell, Esq. of Angell Law, LLC as Council Attorney and Litigation Counsel for the City Council, for the term beginning January 2025 and ending January 2027; as considered by the Finance Committee August 20, 2025 @ 6:15 P.M. (vote may be taken)
Chairman Wall reported that the Finance Committee met at a special meeting a few moments ago and considered and passed the amendment to the Letter of Engagement. He recommended passage.
MOTION made by Councilman Andujar, SECONDED by Councilwoman Haroian to approve the amendments to the Letter of Engagement.
VOTE: Ayes – 6 (Buonanno, Graziano, Haroian, Andujar, Traficante, Wall)
Nays – 2 (Campopiano, Ritz)
President Marino abstained.
MOTION CARRIES BY MAJORITY AFFIRMATIVE VOTE
Upon open call by an affirmative vote of a majority of the members present, the City Council may convene in a closed session pursuant to RIGL 42-46-5(a)(1) “Any discussions of the job performance, character, or physical or mental health of a person or persons provided that the person or persons affected shall have been notified in advance in writing and advised of their right to require that the discussion be held at an open meeting”:

Attorney Angell wished to be heard. The Executive Session was put on at his request. He withdrew his request.
The City Council did not convene in executive session.
Motion to return to open session was not necessary.
MOTION made by Council Vice-President Wall, SECONDED by Councilman Andujar to adjourn at 7:23 P.M. All Ayes
