SPECIAL MEETING OF THE CRANSTON CITY COUNCIL
THURSDAY, APRIL 27, 2023 at 6:00 P.M.
MINUTES
Special Meeting of the Cranston City Council was held in the Cranston City Council Chambers, Cranston City Hall, 869 Park Ave., Cranston, RI 02910, in accordance with Section 3.07 of the Home Rule Charter and Section 2.04.060 of the City Code for the purpose of considering the following items listed on the docket.

The meeting was called to order at 6:02 P.M. by Council President Jessica M. Marino
The Roll was called by the Clerk. Stated as present: Councilman Robert J. Ferri, Councilwoman Nicole Renzulli, Councilman John P. Donegan, Councilman Christopher G. Paplauskas, and Council President Jessica M. Marino. Councilwoman Aniece Germain arrive at 6:07 P.M.
Absent: Councilman Matthew R. Reilly and Council Vice-President Lammis J. Vargas
Also Present: Solicitor Christopher Millea, Purchasing Agent Mark Marchesi, Budget Analyst David DiMaio, and City Clerk Tracy Nelson
A. CLASS BV LIQUOR LICENSE – NEW (Vote may be taken)

(Over the BV Cap; Needs Council Approval)
At the Council President's request, Councilman Robert Ferri, as Chairman of the Safety Services Committee, confirmed this license was approved and voted out of Committee.
The applicant, Yulin Zhang, was in attendance.
There was no public comment in chambers or via Zoom.
MOTION made by Councilman Ferri, SECONDED by Councilman Campopiano to approve the new Class BV Liquor License (over the BV cap).
VOTE: Ayes - Ferri, Renzulli, Donegan, Campopiano, Paplauskas, Marino (unanimous vote of the Council members present)
A. OPENING of sealed bids in response to the advertised sale of Lot 300 on Tax Assessor Plat 4/2 situated at 42 41* Heath Avenue in the City of Cranston (site of the former Sanders School); upon conclusion of the opening of the bids, Council may move to refer the matter to the Finance Committee meeting of May 1, 2023 (Vote may be taken)
The Purchasing Agent, Mark Marchesi, indicated the city set a minimum bid amount of $250,000. He reported receipt of two sealed bids. He proceeded to open the bids and reported the following:
Bid #1, from Mill Holdings LLC, in the amount of $251,000.00, with no deviation; bid security received.
Bid #2, from Vicioso Homes, in the amount of $261,500.00, with no deviation; bid security received.
Mr. Marchesi will provide the City Clerk with copies of the bids for the Finance Committee meeting.
President Marino announced the Finance Committee meeting scheduled for May 1, 2023 has been cancelled. She will accept a motion to refer this matter to the next Finance Committee meeting, with a date to be established.
MOTION made by Councilman Donegan, SECONDED by Councilman Ferri to refer the bids to the next Finance Committee meeting.
VOTE: Ayes - Ferri, Renzulli, Germain, Donegan, Campopiano, Paplauskas, and Marino. (unanimous vote of the Council members present)
MOTION to ADJOURN made by Councilman Donegan, SECONDED by Councilwoman Renzulli. All Ayes
