SPECIAL MEETING – CITY COUNCIL
A Special meeting of the City Council was called held on Thursday, April 13, 2023 in the Council Chambers, City Hall, Cranston, Rhode Island.
The meeting was called to order at 10:20 P.M. by the Council President.
Roll call showed the following members present: Councilwomen Renzulli, Germain, Councilmen Donegan, Campopiano, Paplauskas, Reilly, Council Vice-President Vargas and Council President Marino -8.
Absent: Councilman Ferri -1.
Also Present: Anthony Moretti, Chief of Staff; John Verdecchia, Assistant City Solicitor; David Dimaio, City Council Budget Analyst; Stephen Angell, City Council Legal Counsel.
ADVICE AND CONSENT OF MAYOR’S APPOINTMENT OF MICHAEL FAVICCHIO AS PERSONNEL DIRECTOR
On motion by Councilman Donegan, seconded by Councilwoman Renzulli, it was voted to provide Advice and Consent on Mayor’s appointment of Michael Favicchio as Personnel Director.
Under Discussion:
Councilwoman Renzulli stated that she has known Mr. Favicchio in a personal capacity since she was approximately eight years old and in a professional capacity as a Council person and an attorney. She also stated that municipal officials need to know more about personnel law now more than ever. She thanked him for taking this opportunity.
Roll call was taken on above motion and motion passed on a vote of 8-0. The following members present: Councilwomen Renzulli, Germain, Councilmen Donegan, Campopiano, Paplauskas, Reilly, Council Vice-President Vargas and Council President Marino -8.
RESOLUTION AUTHORIZING THE ADOPTION OF THE 2022 CRANSTON HAZARD MITIGATION PLAN
On motion by Councilman Paplauskas, seconded by Councilwoman Germain, it was voted to adopt the above Resolution.
Under Discussion:
Council President Marino stated that she sponsored this Resolution. She did have some reservations with some short comings she saw, however, she understands we are up against the clock with FEMA, otherwise the City Planning Department would have to restart the wheel and it is a long process in which they would need Federal approval to present it and it would put us in a little bit of a quagmire and for that reason she agreed to move ahead with this this evening.
Roll call was taken on above motion and motion passed on a vote of 8-0. The following being recorded as voting “aye”: Councilwomen Renzulli, Germain, Councilmen Donegan, Campopiano, Paplauskas, Reilly, Council Vice-President Vargas and Council President Marino -8.
Councilman Reilly left at 10:25 p.m.
RESOLUTION ADOPTION OF THE CITY COUNCIL RULES FOR THE 2023-2024 TERM
On motion by Councilwoman Renzulli, seconded by Councilman Paplauskas, it was voted to continue the above Resolution to the April City Council meeting.
Under Discussion:
Councilwoman Renzulli stated that the reason for the motion to continue is she would like all Council members to be present for this. She knows Councilman Ferri had to leave and she thinks that we should wait for everyone to go through these Rules because it does affect all of us.
Council President Marino stated that this was listed on the agenda. Councilman Ferri did not tell her that he had to leave so we all knew about it. We are half into the term. Amendments can be presented if someone has an issue or discussion. She wants to move ahead this evening. We did not go through the effort of putting this on the docket just to continue it.
Roll call was taken on motion to continue the above Resolution and motion passed on a vote of 4-3. The following being recorded as voting “aye”: Councilwomen Renzulli, Germain, Councilmen Campopiano and Paplauskas -4. The following being recorded as voting “nay”: Councilman Donegan, Council Vice-President Vargas and Council President Marino -3.
The meeting adjourned at 10:35 P.M.
