CRANSTON CITY COUNCIL

Notice of Special Meeting

 

JANUARY 11, 2021

 

 

 

 

A Special meeting of the City Council was called held on Monday, January 11, 2021 via ZOOM Webinar.

 

The meeting was called to order at 5:32 P.M. by the Council President.

 

Roll call showed the following members present:  Councilwoman Marino, Councilman Ferri, Councilwomen Renzulli, Vargas, Germain, Councilmen Donegan, Reilly, Council Vice-President Brady and Council President Paplauskas -9.

 

Also Present:  Anthony Moretti, Director of Administration; John Verdecchia, Assistant City Solicitor.

 

In Accordance with Section 3.07 of the Home Rule Charter and Section 2.04.060 of the City Code, I hereby call a special meeting of the City Council to be held on Monday, January 11, 2021 at 5:30 p.m., at which meeting the following matters will be introduced:

 

01-21-01S       ORDINANCE TRANSFERRING APPROPRIATIONS AND AMENDING THE BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 2020 AND ENDING JUNE 30, 2021 (ADMINISTRATION POSITION CHANGES – GENERAL FUND).  SPONSORED BY COUNCILMAN BRADY. 
Referred to Special Finance Committee January 21, 2021.

 

 

01-21-02S       ORDINANCE TRANSFERRING APPROPRIATIONS AND AMENDING THE BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 2020 AND ENDING JUNE 30, 2021 (ADMINISTRATION POSITION CHANGES – NON-GENERAL FUND).  SPONSORED BY COUNCILMAN BRADY. 
Referred To Special Finance Committee January 21, 2021.

 

•   ADVICE AND CONSENT HEARING ON MAYOR’S APPOINTMENT OF:

 

·         Christopher Millea as City Solicitor

·         Daniel Parrillo as Director of Personnel

·         Raymond Tessaglia as Director of Parks and Recreation

·         Franklin Paulino as Director of Economic Development

·         Stephen Craddock as Director of Senior Services

·         Timothy Sanzi as Director of Community Development

·         Robert Strom as Director of Finance

·         Kenneth Mason as Director of Public Works

·         David Rodio as Building Official

·         Nicholas Lima, as Registrar (2 year term) Referred to Special Finance Committee January 21, 2021.

 

•   MAYOR’S APPOINTMENTS OF (NO ACTION NEEDED – INFORMATIONAL ONLY):

 

·         Sean Holley as Director of Workforce Innovation

·         Michael Winquist as Police Chief

·         Stephen MacIntosh as Fire Chief

 

 

On motion by Councilwoman Renzulli, seconded by Councilwoman Germain, it was voted to refer all the New Business to a Special Finance Committee meeting on January 21, 2021 minus Nicholas Lima as Registrar as he was already re-appointed.

Under Discussion:

Director Moretti stated that the Administration is withdrawing the Advice and Consent of Mr. Lima as Registrar without prejudice.  This issue may require further legal review.

 

Roll call was taken on motion to refer all the New Business to the Special Finance Committee meeting on January 21, 2021 and motion passed on a vote of 9-0.  The following being recorded as voting “aye”:  Councilwoman Marino, Councilman Ferri, Councilwomen Renzulli, Vargas, Germain, Councilmen Donegan, Reilly, Council Vice-President Brady and Council President Paplauskas -9.

 

 

Director Moretti indicated that the Administration is in the process of hand delivering the resumes of each of the appointees to the homes of the Council Members.
