Board Chair Kevin Marchand called the meeting to order at 6:08 p.m.

Chair Kevin Marchand entertained a motion to approve the minutes of the previous meeting. Gary Berdugo moved to approve the minutes of the previous meeting; Ann Peckham seconded. The motion passed unanimously by a voice vote. As minutes from three meetings needed approval, Mr. Vandermillen requested that the Board take separate votes for the record.
· Gary Berdugo moved to approve the minutes of the September 23, 2020 Board meeting; Andres Flores seconded. The motion passed unanimously by a voice vote.
· Gary Berdugo moved to approve the minutes of the October 7, 2020 Board meeting; Kevin Kazarian seconded. The motion passed unanimously by a voice vote.
· Andres Flores moved to approve the minutes of the January 20, 2021 Board meeting; Ann Peckham seconded. The motion passed unanimously by a voice vote.
a. Appeal of Decision for Case ZB-20-02
The information posted in the agenda for this item did not meet requirements of the Open Meetings Law. Chair Kevin Marchand entertained a motion to table Old Business until the next meeting.
· Kevin Kazarian moved to table Old Business until the next meeting; Andres Flores seconded. The motion passed unanimously by a voice vote.
Mr. Vandermillen reported the following:
· The Planning Board granted Master Plan Approval and Preliminary Approval for the first phase of a Major Development of the Roosevelt Mills project at the corner of Roosevelt and Cross. Approval was subject to the Zoning Board granting a variance for off-street parking requirements, as the developer will not be able to provide 2 parking spaces for each of the proposed 106 residential units. The developer is preparing an application and the Planning Department will forward it to Board members as soon as it is complete. This is expected to be on the agenda for the next Board meeting.
· Two applications from one property owner are expected soon. The Planning Department will forward the applications to the Board as soon as they are complete. These are expected to be on the agenda for the next Board meeting.
· The Planning Department is reviewing its procedures for processing requests for Zoning Board hearings to ensure that all necessary steps are followed and completed on time, beginning with the application all the way through the Board’s decision and the appeal period that follows. This was motivated by the appeal of the Western Oil case. A draft document was provided by email and is being reviewed by the Law Department. Procedures for Board meetings will also be reviewed. Mr. Flores asked for those procedures to also be reviewed by the Law Department to ensure that the Board’s actions are performed properly.
Chair Kevin Marchand entertained a motion to adjourn. Gary Berdugo moved to adjourn; Ann Peckham seconded. The motion to adjourn passed unanimously by a voice vote.
