MINUTES
The meeting was called to order by Chair Michael Lester at 6:14 pm
Michael Lester (Chair): present, Leslie Moore (Secretary): present, Victoria Huang (Vice Chair): present, Daniel Sierra: present.
The meeting was staffed by Jim Vandermillen, Assistant Director of Planning & Economic Development.
Michael Lester asked all present to rise for the Pledge of Allegiance.

a. Michael Lester entertained a motion to approve the minutes of the August 26, 2020 meeting. Moved by Victoria Huang, Seconded by Leslie Moore. The motion to approve the minutes passed unanimously.
b. Michael Lester entertained a motion to approve the minutes of the October 28, 2020 meeting. Moved by Leslie Moore, Seconded by Daniel Sierra. The motion to approve the minutes passed unanimously.
c. Michael Lester entertained a motion to approve the minutes of the December 2, 2020 meeting. Moved by Leslie Moore, Seconded by Victoria Huang. The motion to approve the minutes passed unanimously.
d. Michael Lester entertained a motion to approve the minutes of the January 27, 2021 meeting. Moved by Victoria Huang, Seconded by Leslie Moore. The motion to approve the minutes passed unanimously.
e. Michael Lester entertained a motion to approve the minutes of the March 24, 2021 meeting. Moved by Leslie Moore, Seconded by Victoria Huang. The motion to approve the minutes passed unanimously.
· Mr. Vandermillen reported on availability of training for Board members. Statewide Planning confirmed that there are presently no training requirements, but legislation has been introduced to reinstate requirements for training on sea level rise and flooding and to add requirements for land use planning. Statewide Planning conducts monthly training workshops. Information will be forwarded to Board members when it is available. The link to the previously required sea level/flooding training materials presently does not work but will be provided if Statewide Planning can make it available.
· Mr. Vandermillen reported that the developer of the OSRAM property will meet with representatives of the City next week. Initial plans are for demolition of the silo structures and development of a warehousing facility on the northern portion of the site. A consultant has been hired to prepare a vision plan for the site and surrounding area.
· Ms. Huang asked whether there were any updates on the Roosevelt Mill development. Mr. Vandermillen reported that he had an opportunity to tour the site with the developer two weeks ago along with Principal Planner Diana Figueroa and Marta Martinez, Executive Director of RI Latino Arts. The building is being cleaned up in preparation for construction. The developer must submit a site/engineering plan before they can proceed with construction. The developer indicated that they will shift resources to the project when they finish another large project in Providence.
· Mr. Sierra asked for an update on the bike path. Mr. Vandermillen reported that construction began two weeks ago today. Weekly project meetings are held and the project is proceeding well.
Michael Lester entertained a motion to adjourn. Victoria Huang moved to adjourn; Leslie Moore seconded. The motion passed unanimously.
