1.       Roll Call

Roll call was conducted by the City Clerk, Sonia Grace. Present were Councilors Robert Ferri, Stephanie Gonzalez, Tammi Johnson, Shelby Maldonado, Ann Racquier and Tia-Ristaino-Siegel.  Councilman Hugo Figueroa was absent.

2.      Pledge of Allegiance

Pledge of Allegiance was conducted by Chairwoman Ristaino-Siegel.

3.      Hearing, Consideration and Possible Action regarding the following license and license holders

            Mr. Luis Perez and Mr. Jaime Yepes

Colonel James Mendonca Chief of the Central Falls Police Department provided a report on the calls for service to this establishment since the July 4^th.

Motion to discuss was made by Councilman Ferri, seconded by Councilwoman Racquier.

Attorney Alberto Aponte, representing the above named business and business owners spoke on behalf of his clients.

Councilors asked questions of Attorney Aponte, his clients and of Colonel Mendonca.

Motion close matter against La Milonga was made by Councilwoman Gonzalez and seconded by Councilman Ferri. Roll call vote: Councilman Robert Ferri: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Tammi Johnson: yes; Councilwoman Shelby Maldonado: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes. Motion carried 6-0.

4.      Consideration of 2015 Liquor License Renewals

Councilwoman Ristaino-Siegel began discussion by asking Colonel James Mendonca whether the police for a review of the businesses being considered for renewal.

Colonel Mendonca spoke on businesses that had large numbers of calls for service.

Councilwoman Ristaino-Siegel requested that notice be sent to the businesses not present to attend hearing on November 24, 2014.

Motion to approve, collectively, the licenses of businesses on the list with the exception of Benjamin’s III, Delis Restaurant, Hacker’s Pub, La Sorpresa, Lima’s Place and The Blue Heron was made by Councilwoman Gonzalez, seconded by Councilwoman Johnson. Motion carried 6-0.

Motion to discuss the licenses of Benjamin’s III, Delis Restaurant, Hacker’s Pub, La Sorpresa, Lima’s Place and The Blue Heron was made by Councilwoman Gonzalez, seconded by Councilman Ferri. Motion carried 6-0.

Motion to approve the renewal application of La Sorpresa contingent on passage of supporting legislation by the Rhode Island General Assembly was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion carried 6-0.

Jose Lima was present to discuss his business, Lima’s Place. Mr. Lima spoke on the progress he has made and explained how much work is left to be done.

Elaine Partridge, director of the Department of Public Works and Code Enforcement, and Chief Robert Bradley of the Central Falls Fire Department spoke on behalf of the city.  

Mr. Charles Moran, electrician, also spoke on the matter.

Motion to discuss was made by Councilman Ferri, seconded by Councilwoman Racquier.

Motion to continue the consideration of the renewal application of Lima’s Place until November 24, 2014 was made by Councilman Ferri, seconded by Councilwoman Johnson. Motion carried 6-0.

Councilman Hugo Figueroa joined the meeting at 6:45pm.

Mr. Efrain Pleitez, owner of Restaurant Delis was present. Also with him was Mr. Hector Lopes, owner of Dexter Warehouse Liquors, and Mr. Isidoros Boral, owner of the building where the restaurant is located.

Motion to discuss was made by Councilman Ferri, seconded by Councilwoman Gonzalez.

Chief Robert Bradley of the Central Falls Fire Department spoke on behalf of the city.  

Motion to continue until November 24, 2014 was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Motion carried 7-0.

City Solicitor Matthew Jerzyk explained that the lease between the City of Central Falls and Chein Associates will be amended and the Commissioner’s consideration of the license for Blue Heron can be contingent on the approval of the lease by the City Council.

Motion to discuss was made by Councilman Ferri, seconded by Councilwoman Johnson.

Colonel James Mendonca spoke on behalf of the city.

Motion to continue until November 24, 2014 was made by Councilwoman Gonzalez, seconded by Councilman Ferri. Motion carried 7-0.

5.      Adjournment

Motion to adjourn was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Meeting adjourned at 7:04pm.
